HomeMy WebLinkAboutMinutesMINUTES SUSTAINABILITY ADVISORY BOARD June 6, 2016 PRESENT: Kim Biedermann, Jan Scalpone, Lurton Blassingame, Samara Hamzé, Robert Turner, Margy Davey and Michelle Bogden Muetzel EXCUSED: Tom Pech STAFF: Elizabeth Williams, Associate Planner CALL TO ORDER The meeting was called to order at 6:01 p.m. and a quorum was declared present. PUBLIC COMMENT Ann Hamzé (Greenville, North Carolina) notified members that she was visiting to further her knowledge of how communities are integrating native plants within bioswales and rain gardens. She has interest in achieving this within her community as part of a Master Gardeners project. Ms. Hamzé applauded the City on their efforts. APPROVAL OF MINUTES, JUNE 6th, 2016 Motion by Mr. Blassingame and second by Ms. Hamzé to approve minutes as written. Motion carried (6-0-1). PRESENTATION – PROPOSED 5-YEAR CAPITAL IMPROVEMENT PROGRAM James Rabe, Director of Public Works, provided an overview of the City’s current and proposed 5 -year Capital Improvement Program (CIP) as it relates to the street and sidewalk improvements. Mr. Rabe explained that there are many items that are evaluated when developing the plan including above ground surface condition and underground utility age and condition. Mr. Rabe further explained that undergrounding utilities can usually be achieved in areas that are being newly developed but can be more difficult in areas that are already developed due to the need to place other utilities (water, storm, and sanitary sewer) underground. Mr. Rabe expanded that terrace trees can also be difficult to plant in certain locations that have utilities located within the terrace area. Mr. Rabe noted that his staff works closely with the City Forester to identify locations that are suitable for terrace trees. A discussion took place regarding storm water infrastructure and the current efforts that are going into mitigating flooding and storm water runoff. REPORT - SPRING RAIN BARREL WORKSHOP Ms. Williams reported that 16 residents participated in the spring rain barrel workshop. SAB can consider hosting a second workshop this fall if there is interest. APPROVAL OF IMPERVIOUS SURFACE BROCHURE Ms. Davey presented the final draft of the impervious surface brochure. Motion by Mr. Blassingame and second by Mr. Turner to approve the impervious surface brochure as presented. Motion carried 7-0. UPDATE ON SATURDAY FARMERS MARKET BOOTH Ms. Davey reminded members of the upcoming Saturday Farmers Market dates that SAB will be hosting a booth. Ms. Davey, Ms. Hamzé, and Mr. Turner agreed to host the booth on July 9th, August 19th, September 3rd and October 1st. 2 | June 6, 2016 Sustainability Advisory Board Minutes ICLEI MILESTONE 2 REPORT Ms. Davey notified members that she is coordinating with staff to identify a date for a joint workshop between SAB and the Common Council. AGENDA ITEMS FOR FUTURE MEETING Ms. Bogden Muetzel requested an opportunity to update members on the Menominee Park Shoreland Restoration Site. Ms. Hamzé also requested the SAB members continue to work on the urban beekeeping ordinance. NEXT MEETING MONDAY, AUGUST 1, 2016. Chair Davey reminded the Board of the next meeting.
