Rohloff, City Manager DATE: July 15, 2016 RE: Professional Services Agreement for Oshkosh Public Museum Architectural Metalwork- Postville Blacksmith Shop ($26,500.00) BACKGROUND The Oshkosh Public Museum's site master plan was adopted in 2012 and the design includes a wrought iron welcome arch on limestone pillars, located on the NE corner of the grounds facing the Paine Art Center. The arch is the starting point for a landscaped brick walkway that leads to the main entrance, and will eventually lead to the other landscape focal points and features on the Museum grounds. The arch is part of the first phase of the landscape plan, which is primarily on the east lawn of the Sawyer home. The arch is also a public recognition of Edgar P. Sawyer's 1922 gift to the people of Oshkosh. Now, through his own words at the top of the arch, "for the benefit of the people," generations of citizens will reflect on the gift of property that became the Oshkosh Public Museum. The Common Council allocated $115,000 in the 2015 Property Improvements CIP for this project. As you may recall the landscape contract for this project was awarded this past March to Schmalz Custom Landscape for $69,331.89. Including landscaping costs, architect fees from Schaefer Land Designs ($12,630), and lighting bollards ($10,000), this CIP project has a balance of approximately $23,000. ANALYSIS Purchasing believes the artistic design and fabrication services necessary for this project fall under the consideration of professional services and as such, is an acceptable exception to the formal competitive bidding process as listed in our purchasing ordinance. Working with the project landscape architect Jim Schaefer and Museum staff, Purchasing prepared an RFP seeking blacksmith artists to design, fabricate and install this decorative architectural metalwork. The RFP was issued on June 21, 2016. After reviewing proposals received, it was the consensus of city staff and the architect that the proposal received from Postville Blacksmith Shop be recommended for this project. Postville's proposal met all the project requirements and staff felt their past projects /clients aligned themselves well with the needs of this project. Postville's work has also been featured in various publications and has won many awards. City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 http: / /www.ci.oshkosh.wi.us FISCAL IMPACT The cost of Postville Blacksmith Shop's services is estimated not to exceed $26,500. The 2015 Property Improvement CIP for this project has an estimated balance of $23,000. This balance coupled with the $15,000 the Museum received from private donations for this project will ensure there are sufficient funds for this project. The arch is to be designed, fabricated and installed by June, 2017. RECOMMENDATION Section 12 -16 of the Municipal Code provides that subject to approval of the City Manager, the City may enter into professional service agreements without following a competitive bidding or quotation process. In accordance with Section 12 -16 of the Municipal Code and because this agreement is in excess of $25,000, I am hereby submitting a report of this purchase to the Common Council.
