HomeMy WebLinkAbout34. 16-395JULY 26, 2016 16 -395 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: DESIGNATE BIKE LANES ON BOTH SIDES OF NORTH MAIN STREET FROM IRVING AVENUE TO NEW YORK AVENUE INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A- 10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Sections 27A -10.1 of the Oshkosh Municipal Code pertaining to bicycle lanes designated is hereby amended as follows: 27A -10.1 BICYCLE LANES DESIGNATED Add Thereto: N. Main Street, both sides, from Irving Avenue to New York Avenue SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #16 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A -10.1 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE LANES DESIGNATED) on August 10, 2016. The ordinance designates bike lanes on N. Main Street from Irving Avenue to New York Avenue. TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: July 21, 2016 RE: Approve bicycle lanes on N. Main Street from Irving Avenue to New York Avenue. BACKGROUND This ordinance designates bicycle lanes on N. Main Street, both sides, from Irving Avenue to New York Avenue. This request comes from the Bicycle and Pedestrian Committee. The Traffic Review Advisory Board recommends approval (6 -0). ANALYSIS The Wisconsin DOT has been working on a street reconstruct on North Main Street from Murdock to New York Ave. As part of this project, WisDOT is required to install bike accommodations based on federal funding restrictions. Since they are only on a small section of Main Street, these bike lanes are not connected to the network. In order to connect this WisDOT project to the network, the Bicycle and Pedestrian Advisory Committee and the Traffic Review Advisory Board have recommended connecting these bike lanes to the recently approved bike lanes on Irving Avenue which will be painted this summer. This segment of North Main Street is 48' wide which is wide enough to allow — two 8' parking lanes, two 11' drive lanes and two 5' bike lanes. The Bicycle and Pedestrian Advisory Committee is working to implement the Bicycle and Pedestrian Circulation Plan which was adopted by the Plan Commission on Aug. 16, 2011 and approved by the City Council on Sept. 27, 2011. Dedicated bike lanes give bicyclists a designated location on the road, this makes it safer because drivers and bicycles have assigned locations. — More predictable — the solid white line indicates to drivers "Do Not Cross" Most car trips made are traveling less than two miles — the cost of owning a car can be financially overwhelming. A complete bike network makes it possible to eliminate the need for a car as the primary means of transportation. Fitness and Health — ultimately reducing the risk of medical problems associated with obesity. Environmental — less emissions and less congestion- Bike lanes reduce motor vehicle speeds. FISCAL IMPACT The fiscal impact of this ordinance is the cost of street painting and bicycle route signage. The street paint would come out of the Sign Department operational budget and the signage would come out of the bicycle CIP fund. RECOMMENDATION Section 27A -11 of the Municipal Code regulates on street parking and section 27A -10.1 designates bicycle lanes. I recommend that the Common Council approve this ordinance.
