PURPOSE: DESIGNATE THE CITY MANAGER AS THE AUTHORIZED
REPRESENTATIVE TO FILE APPLICATIONS FOR FINANCIAL
ASSISTANCE FROM THE STATE OF WISCONSIN
ENVIRONMENTAL IMPROVEMENT FUND
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, it is the desire of the City of Oshkosh, Wisconsin, a municipal
corporation, from time to time to file applications for state financial assistance for its storm
utility, water utility, and sewer utility facilities and assets under the Wisconsin
Environmental Improvement Fund (ss. 281.58, 281.59, 281.60, and 281.61, Wis. Stats.); and
WHEREAS, it is necessary to designate a representative for filing said applications.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh, Wisconsin that the City Manager is hereby appointed as the authorized
representative for the City of Oshkosh, Wisconsin for the purpose of filing these
applications, and that the representative is further authorized and empowered to do all
things necessary in connection with said applications.

RE: Designate the City Manager as the Authorized Representative to File Applications for
Financial Assistance from the State of Wisconsin Environmental Improvement Fund
BACKGROUND
The Wisconsin Department of Natural Resources (WDNR) administers the Environmental Improvement
Fund (EIF) for the State of Wisconsin. The EIF provides funds for local units of government to undertake
projects that protect the environment and provide for safe water for residents of the state. These funds
are provided in the form of low interest loans, some of which qualify for "principal forgiveness ". The
City of Oshkosh has previously applied for funding through the EIF for projects at the Water Filtration
Plant, the Wastewater Treatment Plant, and for the Storm Water Utility. The WDNR requires the
municipality has a resolution approved authorizing a staff position to apply for funds through the EIF.
ANALYSIS
The WDNR recently announced funding is available through their Safe Drinking Water Loan Program
( SDWLP) for use by municipalities to help cover the costs of replacing lead pipes on private property.
The SDWLP is a part of the EIF. The City of Oshkosh has filed our Intent to Apply for funds through this
program.
FISCAL IMPACT
Funding project costs through the EIF will provide a reduced interest rate on borrowed funds, and may
qualify for "principal forgiveness" on the loan funds.
RECOMMENDATIONS
I recommend that the resolution for designating the City Manager as the Authorized Representative be
approved.
