FOR MARION ROAD WATER TOWER REPLACEMENT ($3,624,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore advertised for bids for the demolition of the Marion Road Water Tower, and for the construction of a new 750,000 - gallon elevated water storage tank, valve vault, telecommunication equipment shelters, and site improvements at the 9th Avenue Water Town and Water Filtration Plant; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: CB &I INC. 14109 South Route 59 Plainfield IL, 60544 Total Base Bid: $3,624,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Brand, Public Works Utility Bureau Manager% DATE: July 21, 2016 RE: Award Bid for Public Works Contract No. 16 -22 Marion Road Water Tower Replacement CB &I Inc. / $3,624,000 BACKGROUND The Marion Road Water Tower was originally constructed in 1936 and has been in service for 80 years. In December 2012, CH2M HILL Engineers, Inc. (CH2M HILL) was retained to review the existing Marion Road Water Tower's hydraulic analysis, water distribution system performance, fire protection requirements, and options for replacement. It was determined a water tower of similar size was needed in the same area to meet water distribution system performance and fire protection requirements. In October 2014, CH2M HILL was retained to provide design and bidding services for the replacement of the Marion Road Water Tower. Early in the process, a parcel of land adjacent to the current site and owned by the Redevelopment Authority (RDA) was identified as a potential alternate site. Meetings were held with Community Development and RDA to discuss the use of this alternate site for construction of the new tower. The RDA approved the sale of the parcel to the Utility for the construction of the new water tower, which allows the existing tower to remain in service over the estimated two years of construction. A citizen stakeholder group was established to provide feedback to the design team and suggestions to consider in the final design. After considering feedback from all parties, the design team proceeded with the spheroid -style tank with several site and landscaping enhancements to more closely match with surrounding development. ANALYSIS Staff and CH2M HILL reviewed one bid. The low bid was received from CB &I Inc. (CB &I) of Plainfield, Illinois. The total bid is $3,624,000. The construction estimate for the project is $3,700,000. There were two water tower design and construction firms that were consulted during the design process and their input was incorporated into the final bid documents. Both firms were expected to bid on the project, but one firm indicated they did not have sufficient staff time to complete their bid by the deadline. CB &I's bid documentation was reviewed with CH2M HILL and, based on this information and CH2M HILL's previous experience working with this contractor, have found them to meet the bid requirements. Costs for design engineering, site survey and geotechnical services, hazardous materials survey, public involvement meetings, permitting, and bidding services total $590,135. An additional $750,000 is being requested in the Property Improvements (Water Utility) section of the 2017 CIP. The funding appropriated in the 2017 CIP will not be expended until after the funding has been approved. RECOMMENDATIONS I recommend award to the low bidder, CB &I Inc., in the amount of $3,624,000.
