I - CALL TO ORDER
Chair Lang called the meeting to order at 8:05 a.m. and a quorum was declared present.
II – RECOGNIZE JIM STAPEL FOR SERVING 15 YEARS ON THE BID BOARD
Chair Lang presented Mr. Stapel a plaque for serving 15 years on the BID Board. Mr. Nau
explained that years of service recognitions happen during the State of the City event which Mr.
Stapel was not able to attend.
III – APPROVE MINUTES OF MAY 17, 2016 MEETING
There was no discussion on this item.
Sandy Prunty moved to approve the minutes of the May 17, 2016 meeting as presented. Kris
Larson seconded the motion, which passed unanimously.
IV – POLICING/TRAFFIC/PARKING/ENFORCEMENT ISSUES
There was no one present from the Oshkosh Police Department to give a report. There was no
further discussion on this item.
V – MONTHLY FINANCIAL REPORT
There was no discussion on this item.
Jim Stapel moved to approve the monthly financial report as presented. Kris Larson seconded
the motion, which passed unanimously.
VI – BID BUSINESS VIDEO/PROMOTIONAL OPPORTUNITY
Marlo Ambas introduced Spike Carpenter both of Neverfilms, LLC and showed a promotional
video they had produced for Manila Restaurant. Ms. Lang commented on the high quality of
the video and said this is an opportunity for the BID to have a larger presence on social media
which is one of the BID Manager’s goals for 2016. Ms. Lang added that the BID could provide

sponsorship money to businesses interested in having a video made. Ms. Lang asked Mr.
Carpenter about the costs of having a video made. Mr. Carpenter replied a one minute video
including production costs will be $750 and an extended 2-3 minute video will be $1,000.
Ms. Daniels said they spent about three hours yesterday shooting for the BID’s promotional
video which will be presented at next month’s meeting. Ms. Lang asked how much the BID
was paying for the video. Ms. Daniels replied Neverfilms is not charging for the BID video.
Ms. Lang stated she would strongly support offering an incentive for business by giving a $100-
$350 grant to have a video made. Mr. Larson said the price is very competitive and also liked
the grant idea. Discussion followed amongst the Board on how much the BID should offer as a
grant and what type of conditions and stipulations will be required to qualify for a grant.
After discussion the Board decided that the BID will provide 20 grants at $250 each for a total of
$5,000 with funds coming from the reserve fund.
James Evans motioned for approval for the BID to commit up to 20 video grants at $250 each for
a total of $5,000 funded by the reserve fund. Jim Stapel seconded the motion which passed
unanimously.
Ms. Lang said she would work with Ms. Daniels on preparing an application and guidelines for
the grant.
VII – BID MANAGER AND SUBCOMMITTEE REPORTS
BID Manager Daniels presented a summary of her activities over the past month as outlined in
the BID Manager’s report included in the BID packet. Highlights include:
The Block Captain folders are being distributed.
Farmers market is going well. Having problems with filling some Saturdays. Could
offer to a nonprofit organization.
Working on coupon book for EAA.
The interchangeable sign is working well. Still waiting to hear when the City will install
lighting.
Starting to plan for Holiday events. Breakfast with the Grinch will be on November 19th.
Holiday parade has been moved back to November 17th.
Summer banners are up. The CVB is very happy with them.
Had meeting with Public Works to discuss trash cans.
Halloween event will be the last Wednesday of October.

There being no further business, James Evans moved for the meeting to be adjourned at 8:35
