HomeMy WebLinkAbout21. 16-364JULY 12, 2016 16-364 RESOLUTION (CARRIED 7-0 LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE PHASE III OF 2015 GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF $120,000.00 AND APPROVE PHASE I OF 2016 GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE AMOUNT OF $104,050.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2015 and 2016 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, the Common Council previously approved funding for Phase I and II activities/improvements utilizing 2015 CIP funds; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with 2015 Phase III and 2016 Phase I CIP funds of the Great Neighborhoods Program which includes: 1) Sawyer Creek- Traeger Inclusive Playground (Exhibit 1) $ 50,000 2) River East- Williams Waters Plaza (Exhibit 2) $ 85,550 3) Ferry Crossing Neighborhood- Butterfly Garden $ 2,500 4) River East – Riverside Park Trash Cans $ 3,000 5) Steven’s Park – Trash Cans/ Benches $ 5,500 6) Terrace Tree Planting $ 25,000 7) Ferry Crossing- Crosswalk Improvements $ 52,500 TOTAL project costs $224,050 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that 2015 Phase III funded activities/improvements of the Great Neighborhoods Program, as noted above are hereby approved in the amount of $120,000. BE IT FURTHER RESOLVED that 2016 funded activities/improvements of the Great Neighborhoods Program, as noted above, are hereby approved in the amount of $104,050. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-06516 –Great Neighborhoods 2015 Acct No. 323-0740-7216-06616 – Great Neighborhoods 2016 Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich Director of Planning Services DATE: July 5, 2016 RE: Approve Phase III of 2015 Great Neighborhoods Capital Improvement Programs Funding in the Amount of $120,000 and Approve Phase I of 2016 Great Neighborhoods Capital Improvement Programs Funding in the Amount of $104,050 BACKGROUND In 2015, the Common Council approved $250,000 within the City's Capital Improvement Program for Great Neighborhoods Program. In late 2015, the Common Council approved Phase I and II projects in the amount of $130,000 (Res 15 -471 & 15 -483). In 2016, the Common Council approved $200,000 within the City's Capital Improvement Program for the Great Neighborhoods Program, of which $100,000 was donated by the Oshkosh Area Community Foundation. The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. A total of ten projects have been submitted and staff is recommending seven projects for Common Council consideration. The remaining three projects need additional information gathered prior to being submitted to the Common Council for consideration. ANALYSIS The following projects have been reviewed by the Oshkosh Area Community Foundation, resident leaders, and City staff and are being proposed to utilize the remaining 2015 Great Neighborhoods Program funding and a portion of the 2016 Great Neighborhoods Program funding: Projects Recommended: 1. Traeger Elementary Inclusive Playground (Exhibit 1) $50,000.00 The Sawyer Creek Neighborhood Association is requesting funding to help leverage their fundraising efforts to improve the playground located on the Traeger Elementary property. The neighborhood association has already raised over $48,000 to help support the improvements. The project includes expanding the play area as well as updating the existing equipment to address safety and functionality issues associated with the current playground space. 2. William Waters Plaza (Exhibit 2) $85,550.00 The River East Neighborhood Association, in collaboration with the surrounding property owners, Downtown Business Improvement District, Landmarks Commission, Oshkosh Public Library and the Department of Community Development, is requesting funding for the implementation of William Waters Plaza concept master plan. The concept plan was completed as the first phase of the project during 2015. The Department of Public Works will utilize the conceptual design to engineer the proposed improvements to the Plaza which will occur in conjunction with the Washington Street road reconstruction project. 3. Trash Receptacles /Benches — Stevens Park $5,500.00 The Stevens Park Neighborhoods Association is requesting funding to install two benches and four trash receptacles to further enhance Stevens Park improvements. The neighborhood has raised $200 from local businesses and has committed to funding 10% of the total project cost. Currently, there are trash receptacles in the park which the neighborhood association maintains, this arrangement will continue under the Parks Department maintenance agreement once the new receptacles are installed. 4. Crosswalk Improvements $52,500.00 The Ferry Crossing Neighborhood Association is requesting funding to improve five crosswalks in their neighborhood. The project includes providing ADA accessible crosswalk ramps, one intersection being the location of a GO- Transit bus stop. The Ferry Crossing Neighborhood Association has worked closely with the Public Works Department to develop a solution to fix the out of date crosswalks in the neighborhood. The Public Works Department has agreed to add this project to the sidewalk program pending funding approval. Implementation is tentatively scheduled for summer of 2017. 5. Teichmiller Park Butterfly Garden $2,500.00 The Ferry Crossing Neighborhood Association is requesting funding to make further improvements to Teichmiller Park by installing a butterfly garden. Working closely with the Parks Department, the neighborhood association has made arrangements for maintenance of the garden. 6. Riverside Park Trash Receptacles $3,000.00 The River East Neighborhood Association is requesting funding for two trash receptacles to be located in Riverside Park. The neighborhood association currently collaborates with the Oshkosh Police Department to organize monthly park cleanup days. The neighborhood association has arranged a maintenance agreement with the Parks Department. 7. Terrace Tree Plantings $25,000.00 The Department of Community Development is requesting funding to install terrace trees. Terrace trees will be planted in conjunction with other projects such as street reconstruction, housing rehabilitation, Habitat for Humanity builds, neighborhoods plans etc. Staff will work collaboratively with the Parks Departments to ensure trees are planted in a manner that does not conflict with existing underground utilities.
