That Section 27A-9 of the Oshkosh Municipal Code pertaining to one way streets, avenues and boulevards is hereby amended as follows: 27A-9 ONE WAY STREETS, AVENUES, AND BOULEVARDS th Add Thereto: W. 5 Avenue from 220 feet East of Nebraska Street to Nebraska Street, for westbound traffic SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #16-358 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-9 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO ONE WAY STREETS, AVENUES AND BOULEVARDS) on July 12th, 2016. The th ordinance designates W. 5 Avenue as a one way street for westbound traffic from 220 feet east of Nebraska Street to Nebraska Street. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh _(0— Transportation Department OfHKO-f H TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: June 24, 2016 RE: Ordinance to Designate West 5th Avenue as a One -Way Street BACKGROUND This ordinance designates W. 5t" Avenue as a one -way street for westbound traffic from 220 feet west of Nebraska Street to Nebraska Street. The developers of the former Granary Restaurant site have made this request. The Traffic Review Advisory Board recommends approval (6 -0). ANALYSIS Currently W. 5th Avenue functions similar to an alley. The developers have proposed to mill and overlay W. 5th Avenue, and install angled parking on both sides of the street, with a 14 -foot drive lane. Staff does not foresee any traffic issues with this proposed plan, and believes this is a beneficial and appropriate use of the site and right of way. FISCAL IMPACT The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION Section 27A -9 of the Municipal Code designates one way streets. I recommend that the Common Council approve this ordinance.
