PURPOSE: DESIGNATE BIKE LANES ON IRVING AVENUE FROM
WISCONSIN STREET TO HAZEL STREET
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-
10.1 AND 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO BICYCLE
LANES DESIGNATED AND PARKING REGULATIONS ON DESIGNATED STREETS
AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27A -10.1 and 27A -11 of the Oshkosh Municipal Code
pertaining to bicycle lanes designated and parking regulations on designated streets and
alleys are hereby amended as follows:
27A -10.1 BICYCLE LANES DESIGNATED
Add Thereto: Irving Avenue, both sides, from Wisconsin
Street to Hazel Street
27A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS
IRVING AVNEUE
Remove Therefrom: Angle parking, south side from Hazel Street to
east 400 feet.
No parking, south side, from Main Street to
202 feet east.
No parking, south side, from Main Street to
Division Street.
No parking, south side, from Jackson Street to
Franklin Street.
No parking, south side, from 73 feet west of
Central Street to 70 feet east of Central Street.

Bowen Street to 79 feet east of Bowen Street.

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #16 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27A -10.1 AND 27A -11 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO BICYCLE LANES DESIGNATED AND PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on July 12th, 2016. The ordinance designates
bike lanes on Irving Avenue from Wisconsin Street to Hazel Street and removes parking
on the south side of Irving Avenue from Wisconsin Street to Hazel Street.

RE: Ordinance approving bicycle lanes on Irving Avenue from Wisconsin Street to
Hazel Street.
BACKGROUND
This ordinance designates bicycle lanes on Irving Avenue, both sides, from Wisconsin Street to
Hazel Street and removes parking on the south side of Irving Avenue from Wisconsin Street to
Hazel Street. This request comes from the Bicycle and Pedestrian Advisory Committee. The
Traffic Review Advisory Board recommends approval (4 -2).
ANALYSIS
The Bicycle and Pedestrian Advisory Committee is working to implement the Bicycle and
Pedestrian Circulation Plan; this plan was adopted by the Plan Commission on August 16, 2011,
and approved by the City Council on September 27, 2011. The Bicycle and Pedestrian Advisory
Committee identified Irving Avenue from Wisconsin Street to Hazel Street as a priority
connection, and these bike lanes are included in the plan adopted by the Council on September
27, 2011. These bicycle lanes will connect the University of Wisconsin — Oshkosh campus and
Menomonie Park. Irving Avenue is 40 feet wide, which allows for, one 8 -foot parking lane,
two 11 -foot driving lanes, and two 5 -foot bike lanes, (as depicted below). The implementation
of these bicycle lanes requires removing parking on one side of the street. It was determined that
removing parking on the south side of Irving Avenue was the most practical due to the parking
demand on the north side of Irving Avenue, and egress from Menomonie Park.

FISCAL IMPACT
The fiscal impact of this ordinance is the cost of street painting and bicycle route signage. The
street paint would come out of the sign department operational budget and the signage would come
out of the bicycle CIP fund.
RECOMMENDATION
Section 27A -11, of the Municipal Code regulates on street parking and section 27A -10.1,
designates bicycle lanes. I recommend that the Common Council approve this ordinance.
