PURPOSE: AWARD BID TO BROOKS TRACTOR INC. FOR INDUSTRIAL 4WD
LOADER / BACKHOE FOR WATER DISTRIBUTION DIVISION

INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase
of an industrial 4WD loader / backhoe; and
WHEREAS, upon the opening and tabulation of bids for the industrial 4WD loader /
backhoe, it appears that the following is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Brooks Tractor Inc. for Industrial 4WD
Loader/Backhoe for Water Distribution Division ($82,086.00)
BACKGROUND
The Common Council allocated $102,000 in the 2016 Major Equipment CIP to
purchase an industrial 4WD loader/backhoe for the Water Distribution Division.
The new unit will replace a 2006 John Deere unit that has experienced fuel
system problems, slow hydraulics and worn pins and bushings for the dipper
stick. Some of the 2006 unit's maintenance issues are a result of the extreme
weather conditions it is called out to serve in (e.g. - sub zero temps, frozen
ground /street conditions, etc.) which can cause excessive wear and tear on the
unit and its components. The new unit will be equipped with a quick attach
bucket features that will allow the unit to be more versatile and efficient. The
new unit will also have more road - friendly radial tires that will increase driver
safety and comfort.
ANALYSIS
Working with Street Division staff, Purchasing reviewed and prepared bid
specifications seeking vendors for this unit. Bids were received on June 1, 2016.
The bid tab is attached. Staff review concluded the low bid from Brooks Tractor
Inc. met the minimum bid requirements.
FISCAL IMPACT
With trade -in and options the total fiscal impact of this bid is $82,086. This item
was budgeted in the 2016 Major Equipment CIP at $102,000. This project will be
charged to A /N# 541 - 1810 - 1738 - 00000.

RECOMMENDATION
Purchasing recommends the Common Council award this bid to Brooks Tractor
Inc. for $82,086.
