PURPOSE: AWARD BID TO PACKER CITY INTERNATIONAL TRUCKS INC.,
FOR VAC TRUCK FOR WASTEWATER UTILITY ($259,732.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase
of a vacuum truck; and
WHEREAS, upon the opening and tabulation of bids for the vacuum truck, it
appears that the following is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Packer City International for Vac Truck for
Wastewater Utility ($259,732.00).
BACKGROUND
The Common Council allocated $275,000 in the 2016 Major Equipment CIP to
purchase a vacuum truck for the Wastewater Utility. This unit is used for
cleaning catch basins and for leaf collection operations in the fall. The new unit
will replace a 1998 International VacAll truck with 7,604 hours that has
experienced numerous maintenance problems that no longer make it cost
effective to maintain including electrical issues within the transmission harness
and a rotting vacuum chamber that limits its performance efficiency. The new
unit will be single engine design requiring less servicing and will meet updated
emission standards.
ANALYSIS
Working with Street Division staff, Purchasing reviewed and prepared bid
specifications seeking vendors for this unit. Bids were received on June 16, 2016.
The bid tab is attached. Staff review concluded the low bid from Packer City
International met the minimum bid requirements.
FISCAL IMPACT
With trade -in and options the total fiscal impact of this bid is $259,732. This item
was budgeted in the 2016 Major Equipment CIP at $275,000. This project will be
charged to A /N# 551 - 1910 - 1788 - 00000.

RECOMMENDATION
Purchasing recommends the Common Council award this bid to Packer City
International for $259,732.
