HomeMy WebLinkAbout08. 16-280JUNE 14, 2016 16-280 RESOLUTION (CARRIED 6-0 LOST________LAID OVER________WITHDRAWN________) PURPOSE: DECLARE END TO EMERGENCY FOR REPLACEMENT OF SANITARY SEWER MAIN AND WATER MAIN ON WASHINGTON AVENUE AT THE CANADIAN NATIONAL (CN) RAILROAD CROSSING INITIATED BY: CITY ADMINISTRATION WHEREAS, on May 11, 2016, the Board of Public Works through City Manager, Mark Rohloff, declared an emergency under Section 62.15(1b) of the Wisconsin State Statutes and Section 12-20 of the City of Oshkosh Municipal Code to authorize waiving of bids and emergency relocation of the sanitary sewer main and water main on Washington Avenue at the CN Railroad crossing. WHEREAS, the repairs have been made and there is no longer a need for the emergency declaration. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Emergency declared on May 11, 2016, for the purpose of emergency replacement of the sanitary sewer main and water main on Washington Avenue at the CN Railroad crossing is hereby ended. (0 (7HH1H ON THL WAILR MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: James Rabe, Director of Public Works�L% DATE: June 9, 2016 RE: Approve Resolution to Declare End to Emergency for Replacement of Sanitary Sewer Main and Water Main on Washington Avenue at the Canadian National (CN) Railroad Crossing BACKGROUND On May 11, 2016, City Manager, Mark Rohloff, in accordance with Section 2 -20(C) of the Municipal Code, signed an Emergency Declaration declaring an emergency for the purpose of authorizing the replacement of sanitary sewer main and water main on Washington Avenue at the CN Railroad crossing. On May 6th, the sanitary sewer main crossing under the CN railroad tracks was found to be leaking. On May 11th, additional investigations found the sanitary sewer main had collapsed and the water main under the tracks was also leaking. In order to prevent damage to Washington Avenue and to the railroad tracks, an emergency was declared so there would be no delay in replacing the mains. ANALYSIS Pursuant to the Declaration of Emergency, the sanitary sewer main and water main replacement was completed. The new facility is operational and there is no longer a need for the emergency declaration. Therefore, it is necessary for the Council to declare an end to the emergency. FISCAL IMPACT There is no fiscal impact to this resolution. Staff will provide Council with an estimate of the cost to respond to this emergency after all costs have been tabulated. RECOMMENDATIONS It is recommended the Council pass the Resolution declaring an end to the Emergency declared on May 11, 2016 for the purpose of replacement of sanitary sewer main and water main on Washington Avenue at the CN Railroad crossing.
