PURPOSE: AWARD BID TO CAPELLE BROS. & DIEDRICH, INC.
FOR TRANSPORTATION DEPARTMENT FACILITY
RECONFIGURATION FOR TRANSIT DEPARTMENT
($569,280.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for various
improvements to the Transit Department building to address ADA accessibility, customer
service, building security, and outdated / inefficient HVAC systems; and
WHEREAS, the most cost effective approach to address these issues is to
reconfigure the facility layout to include a 280 sq. ft. addition east of the current entrance;
and
WHEREAS, the reconfiguration includes; adding an ADA compliant customer
vestibule and window, updating the new areas to current ADA standards, remodeling the
multipurpose room to enhance training opportunities, replacing outdate / failing HVAC
systems, and adding gates, fencing, and card reader system to improve building security
and access ; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Capelle Bros. & Diedrich, Inc. for Transportation Department
Facility Reconfiguration for Transit Department ($569,280).
BACKGROUND
The Transit Department is located in the former city incinerator building located at 926 Dempsey
Trail. A 2011 space utilization study of the building conducted by Martin Riley & Associates
recommended various improvements to address ADA accessibility, customer service, and
building security. This project was approved and included in the 2016 CIP. Martin Riley was
engaged this spring to provide bid specifications for this project. Martin Riley concluded the
most cost effective approach to address these issues was to reconfigure the facility layout to
include a 280 sq. ft. addition east of the current entrance. Highlights of this reconfiguration
project included: adding an ADA compliant customer vestibule and window; updating the
building and new areas to current ADA standards; and remodeling the multipurpose room to
enhance training opportunities. Since the 2016 CIP project approval in November of 2015
additional mechanical and structural needs were identified. These needs include replacing
outdated /inefficient and failing or failed HVAC systems (i.e. boiler, A/C units, VAV boxes and
ductwork) with new high efficiency units and electronic controls; and adding gates, fencing and
a card reader system to improve building security and access. These upgrades will improve the
customer experience at the facility, enhance the workplace efficiency, safety and security and
prolong the useful life of the building. It was determined the most economical approach is to
address the identified needs with one project.
Working with Martin Riley and Transit Department staff, Purchasing prepared bid
specifications seeking vendors for this project. The bid was advertised in the newspaper and
posted on Onvia DemandStar. The bids were opened on May 31, 2016. The bid tab is attached.
After reviewing the bids, staff and Martin Riley have confirmed the low bid from Capelle Bros.
& Diedrich Inc. met all the minimum bid specifications. If awarded, construction is expected to
being in early summer and should be completed by the fall.

FISCAL IMPACT
The total fiscal impact of this bid is $569,280 of which $179,980 is HVAC related. Currently, only
$310,000 is budgeted in the 2016 CIP for this project. The estimated total project cost is $654,103
which includes the already approved $46,823 for Martin Riley Architects and Engineers, mobile
office trailer rental and electrical supplies. The city electricians will be handling the electrical
labor. The total project cost will be funded as follows: $594,103 from the Transit Utility Reserve
Fund (A /N #: 511 - 1728 - 1703- 00000) and $60,000 from the 2016 HVAC /Roofing CIP Fund (A /N #:
323 - 0130 -7214- 06635). Staff will forward a CIP budget adjustment for council's approval at a
subsequent meeting.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Capelle Bros. & Diedrich, Inc.
for $569,280.
