PURPOSE: APPROVE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT (JAG) FOR POLICE DEPARTMENT ($18,359.00)
INITIATED BY: OSHKOSH POLICE DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City Officials are hereby authorized and directed to approve application for a grant
agreement with U.S. Department of Justice for the Edward Byrne Memorial Justice
Assistance Grant to purchase rifle mounts, additional body camera equipment, and digital
recorders for the Oshkosh Police Department; and camera equipment, and brake meter
for the Winnebago County Sheriff’s Office.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the U.S. Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance for the purposes of
same, and are further authorized and directed, if said grant is awarded, to accept such
funds pursuant to the terms of the grant application and to purchase the needed
equipment with the funds.

Approve Edward Byrne Memorial Justice Assistance Grant (JAG) for
the Police Department
BACKGROUND
The Oshkosh Police Department has been notified that we are eligible to receive a
federal grant through the Edward Byrne Memorial Justice Assistance Grant (JAG)
program. Program guidelines require that the application be available for review by
the governing body of the unit of local government prior to submitting the application
to the Bureau of Justice Assistance. Grant fund eligibility to local governments and
allocation amounts are determined by a formula based on the share of total violent
crime reported within the state, and the City of Oshkosh, as indicated in the annual
Uniform Crime Report (UCR) that we are required to submit monthly. The grant can
be used to purchase equipment needed to support public safety services and
operations. The JAG grant application deadline is June 30, 2016.
The eligible allocation to the City of Oshkosh under the 2016 Edward Byrne
Memorial JAG Grant is $18,359. The Oshkosh Police Department is the only
eligible law enforcement agency in Winnebago County to receive the grant, which
creates a disparate allocation of funds requiring a Memorandum of Understanding
(MOU) to be signed with Winnebago County officials indicating how the grant will be
utilized. However, because both our agencies have operational needs, this grant will
be shared with the Winnebago County Sheriff's Office. The City of Oshkosh will act
as the fiscal agent for this grant, and the grant will be administered by the Oshkosh
Police Department.
ANALYSIS
The Oshkosh Police Department has deployed patrol rifles for many years in our
squads, which is a normal practice throughout the country. A review of the security
of these weapons was conducted and it was determined that the Department
needed to safely secure these weapons in our vehicles. Currently the weapons are
stored in the trunk of the squads or in the rear cargo area of the SUV's, which make

them vulnerable to theft. The Department will be phasing in the purchase of rifle
mounts for our squads beginning with our SUV's which have the highest level of
vulnerability for theft.
As you are aware, the Department recently implemented the body camera program.
Through this implementation we identified additional equipment that is needed to
enhance the program and we wish to leverage some of the funds of this grant to
purchase the additional equipment.
Finally, the Department uses digital recorders to dictate all of our reports to be later
transcribed. The current recorders that we issue to officers are no longer produced
and we have had the same recorders for many years. Many of our recorders are
broken and unserviceable. A new digital recorder has been identified and tested by
members of my staff. Although we are not able to purchase all of the recorders that
we need with this funding, we will be able to purchase several to begin the transition
to the new system.
The Winnebago County Sheriff's Office is planning to use their portion of the funding
to purchase needed camera equipment as well as a brake meter used in accident
reconstruction.
Therefore, the JAG grant will fund the following purchases:
A. The Oshkosh Police Department will purchase 11 rifle mounts for our SUV
squads and upon receipt have them mounted in the vehicles. The total
cost with installation for these mounts is $4,975. The additional body
camera equipment, including mounts and docking station will cost
approximately $4,875. The purchase of 27 digital recorders will cost
$2,349 for a total cost of approximately $12,199.
B. The Winnebago County Sheriff's Office will purchase camera equipment
totaling $4,772 and a brake meter with a cost of $1,376 for a total
approximate cost of $6,148.
FISCAL IMPACT
Each of these purchases for the Police Department are one -time equipment
purchases and, as such, will not impact the operating budget of the department for
recurring costs. The Department will need to purchase additional rifle mounts and
recorders from other funding sources in the future. The Winnebago County Sheriff's
Office will fund any unanticipated additional costs that they may incur through their
operating budget.

RECOMMENDATION
If approved, we intend to submit the application by the established deadline of June
30, 2016, accept the grant funds as allocated and purchase the software and
equipment indicated in this memo within the established grant timelines and
guidelines. The Oshkosh Police Department will act as the fiscal agent for this
grant.
