PURPOSE: APPROVE ANNUAL CITY LICENSE (MORGAN DISTRICT)

WHEREAS, an application for a license has been made, fees deposited, and all legal
procedures have been taken as per Ordinance of the City of Oshkosh,
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the following licenses be granted:

RE: Liquor License Review — Former Jeld -Wen Site — 6th Ave. and Oregon St.
To Whom It May Concern:
In the interest of providing some context for the review of the above mentioned liquor license, please
allow this letter to serve as an update on the status of our development located at the intersection of
Oregon Street and 6th Avenue, the site of the former Morgan Door facility. As you are likely aware, an
affiliate of our firm purchased this site in 2013, and since then has demolished dilapidated structures
and engaged in on -site remediation work. In 2015, the City Council allowed us to transfer a liquor license
from the former Vitale's Restaurant to our site with the goal of having an available license for a future
restaurant /entertainment user as a component of a mixed -use project. Several users of this type
(restaurants, bars, microbreweries, etc.) have shown interest in our site, but given the early stage of
development we have not been able to make a commitment to provide any of those parties any
guaranteed space within the first phase.
We believe that within the next 12 months, we will have a project underway on that site, and I am
including our current renderings and site plans to illustrate our vision. We are currently engaged with
the Department of Community Development to review the TID application we submitted in Fall of 2015,
and we anticipate some action occurring on that item in the upcoming 60 -90 days. We have also applied
to WEDC for an Idle Industrial Sites Grant and are currently working with them on their evaluation of the
project, in addition to formulating plans to apply for a Brownfield Grant later this summer. Our market
data shows us that there is a strong demand for high quality multifamily housing in the central
city /riverfront area, as well as a demand for more grocery, dining and entertainment offerings, all of
which we have planned for the first phase of our overall 27 -acre development. It is our hope that by this
time next year, the City Council will be reviewing plans for the use of one of these liquor licenses rather
than renewing it.
