HomeMy WebLinkAboutMinutes STORM WATER UTILITY COMMITTEE Minutes February 18, 2016 Present: John Kiefer, Paul Janty, Sean Butler; Maureen Muldoon (arrived 7:35); Kyle Clark (arrived 7:38) Absent: Also Present: James Rabe, Director of Public Works; Steve Gohde, Assistant Director of Public Works; John Ferris, Civil Engineering Supervisor - Storm Water Utility; Emily Makowski, Communication Coordinator, Media Services; Jim Bachhuber, Brown and Caldwell; I.Call to Order. A.Mr. Kiefer called the meeting to order at 7:31 am. II.Discussion of Future Meeting Dates and Times. A.Future meeting dates are scheduled for March 24, April 21, 2016, and June 9, at 7:30 am in Room 404 of City Hall. III.Approval of January 14, 2016 Meeting Minutes. A.Mr. Clark, moved (as amended), seconded by Mr. Butler, for approval as amended. Approved (4 - 0 - 1 (Ms. Muldoon abstained ) IV.Update on Recent Legislative Activity. A.Mr. Clark reported that AB 600 was discussed during a previous Council meeting and received support from the Council. B.Mr. Bachhuber reported that the Senate version of the bill was revised and thus the bill needs to go back to the Assembly. It is not known if the Assembly will have time to address the revised bill during the current session. V.Update on 2016 Construction Projects. A.Mr. Rabe, reported on: i.Bid opening on Contract 16-04 (Bowen, Mill, Ceape, Otter, Bayshore Streets CIP) was held on Tuesday of this week. Bid amounts have not been reviewed as of meeting date. ii.The two North Main Area Wet Detention Basins (Fernau Watershed and Libbey - Nicolet Watershed; Contract 16-01) will be posted for bidding today. Bid opening is scheduled th for March 15. iii.Contract 16-03 Snell Road Sanitary Pump Station and Interceptor Sewer bid was opened last Friday. Bid amounts have not been reviewed as of meeting date. VI.Review of Draft 2015 Wisconsin Dept. of Natural Resources MS4 Annual Report. A.Mr. sweeping and catch basin cleaning is a little more than previous years, but other activities are at the same level. B.The work from OMNNI (illicit discharge program) was summarized in the report. C.The City has 17 municipally owned regional stormwater management facilities on its inventory. Two more facilities will be added in 2016. 02-18-16 Page 1 of 2 FINAL Storm Water Utility Committee Minutes D.Mr. Ferris has been in contact with the WDNR permit staff, and they have been very pleased with the City of stormwater management program. E.Mr. Clark pointed out a minor edit on the last page of the Supplemental Information document. th F.Mr. Rabe commented that the pollution control for the 9 and Washburn basin may need to be verified. Mr. Ferris commented that the value may include the Westhaven basin. This will be verified. G. Barrel. H.Mr. Rabe commented that any other edits on the document should be sent to John Ferris. I.Mr. Kiefer commented that the Annual Report would be reviewed and acted upon at the next Committee Meeting. VII.Discussion of Future Meeting Agenda Items A.The new topics identified for a future agendas are: i.Review and action on MS4 Annual Report ii.Update on State Legislation related to stormwater management. iii.Mr. Janty asked for an update on State actions and impacts on local zoning, with potential impacts on stormwater. iv.Update on additional 2016 CIP projects. v.Update on mini-storm sewer program. vi.Update of Fox/Wolf Watershed Conference VIII.Adjournment.
