Acct No. 302-0740-6401-00000 Healthy Neighborhood Initiatives QfHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: May 18, 2016 RE: Approve Agreement with the Greater Oshkosh Healthy Neighborhoods Incorporated (GO -HNI) BACKGROUND The City's 2012 and 2014 Strategic Plans identified several Neighborhood Revitalization goals for the city. In addition, the Strategic Plan has identified the need for more partners in helping the City's Neighborhood Revitalization efforts. The proposed Agreement achieves several of those goals. As a result of the great learning experience with Neighborworks — Badgerland, a wide range of private and public sector individuals have developed and created the Greater Oshkosh Healthy Neighborhood Incorporated (GO -HNI), a public - private partnership. GO -HNI has been created to serve as the structure for the next generation of neighborhood programs, community building and engagement, and real estate redevelopment in Oshkosh. ANALYSIS GO -HNI has been created with the same framework used to create Greater Oshkosh Economic Development Corporation (GO -EDC). The Agreement with the newly created GO -HNI is also based on the GO -EDC Agreement and includes: • Wide ranging activities and responsibilities that will help neighborhoods attract investment and private improvements, in concert with other City efforts. • Performance measures. • Accountability. • Communication and transparency. • A private fundraising strategy. GO -HNI has adopted By -laws, a Strategic Plan, and a budget. GO -HNI has also created multiple committees to coordinate fundraising, marketing, board development, and real estate projects. GO -HNI will also continue to serve the Oshkosh Healthy Neighborhood Alliance, a meeting of representatives from the current 12 Neighborhood Associations. GO -HNI has received or will receive the commitment and resources from private and not -for- profit organizations in order to help accomplish the goals the City had set out for neighborhood revitalization. The GO -HNI Strategic Plan is attached. FISCAL IMPACT The proposed City investment totals $149,100 in the first year, with a declining investment over the next 2 years, with the final goal of $1 City funds for $2 Private and other funds. The total city commitment for the agreement is $399,100 over the 2.5 year term. The GO -HNI budget is attached. One new feature of the GO -HNI budget, is to raise funds to renovate and sell more houses in Oshkosh, with the sale proceeds being used to re- invest in future projects, something that has not been done in Oshkosh. This perpetual fund is intended to help grow GO -HNI capabilities and spur additional re- investment in neighborhoods. The Term for the Agreement would be for about 2.5 years, ending December 31, 2018, with 2 one -year option years. The City's investment commitment will be reflected in future budget years in the City's Healthy Neighborhoods Initiative Fund. RECOMMENDATION The City Council approves the GO -HNI Agreement.
