RE: Approve Amendment to Engineering Services Agreement for Development of a Storm Water
Management Plan for the Fernau Avenue Area Watershed
Brown and Caldwell / $30,662
BACKGROUND
A professional services agreement for development of a storm water management plan with Brown and
Caldwell was approved by the Common Council on June 10, 2014. An amendment to this agreement
was approved by the Common Council on January 13, 2015. During the course of performing the
services within this agreement, it was determined that additional services were necessary in order to
complete the development of this plan.
ANALYSIS
City staff requested Brown and Caldwell to conduct a storm water analysis for the inclusion of a proposed
regional storm water management basin on the Hoffmaster property. Staff also requested Brown and
Caldwell to add properties to TID #27, which were not included in the original scope of work.
FISCAL IMPACT
Staff has reviewed the amendment and costs. The amount of this contract amendment is $30,662. This
will raise the total contract amount to $180,622 (not to exceed). These services will be funded through
the Storm Water Utility. There was $200,000 budgeted in the Storm Water Utility Capital Improvements
Project budget for this study; therefore, funds are available within the Storm Water Capital Improvements
Program for these additional services.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal, sealed
quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, I am hereby
recommending that the Common Council approve this amendment.
Approved,
Mark A. Rohloff
