HomeMy WebLinkAbout14. 16-254 MAY 24, 2016 16-254 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH CH2M HILL ENGINEERS, INC., FOR WATER FILTRATION PLANT ELECTRICAL STUDY ($86,800.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with CH2M Hill Engineers, Inc. for an electrical system study at the Water Filtration Plant, in the amount of Eighty- Six- Thousand-Eight-Hundred Dollars and 00/100 ($86,800.00). No. 541-1864-6450-08643 Water Utility — Engineering and Consulting OfHKOIH MEMORANDUM DATE: May 19, 2016 TO: Honorable Mayor and Members of the Common Council FROM: Stephan M Brand, Public Works Utility Bureau Manager RE: Approve Engineering Services Agreement for Water Filtration Plant Electrical Study / CH2M HILL Engineers, Inc. (CH2M HILL) ($86,800) BACKGROUND The Department of Public Works Utility Division requested a proposal from CH2M HILL for an electrical system study at the Water Filtration Plant. This is related to the deficiencies cited in the Wisconsin Department of Natural Resources' Sanitary Survey that the existing clear wells installed in 1916 do not meet the current design standard that requires two feet (2') of separation between the tanks and groundwater. CH2M HILL completed a pre- design study in November 2014 to review options for meeting these requirements. Construction of new aboveground clear wells was determined to be the best option, which will also require the installation of an intermediate pumping station. This study will assist in determining what electrical upgrades are necessary to meet this future demand. This work also includes an analysis of arc -flash safety requirements and an evaluation of the plant's emergency generator system. ANALYSIS CH2M HILL was selected because of their knowledgeable staff having the expertise necessary to complete this work. They also have extensive knowledge of the Water Filtration Plant's system from the successful completion of previous Water Filtration Plant projects. FISCAL IMPACT The cost of this work is estimated not to exceed $86,800. This work will be funded out of the 2016 Water Utility operating budget. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, Mark A.
