PURPOSE: AWARD BID TO BEZIO ANIMAL CONTROL FOR THREE YEAR
AGREEMENT (2016 — 2018) NUISANCE ANIMAL TRAPPING FOR
STORM WATER UTILITY (estimated $21,400.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for managing
nuisance animals within the city-owned storm water management detention basins; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Bezio Animal Control for Three Year Agreement (2016-
2018) Nuisance Animal Trapping for Storm Water Utility (Award based
on 2016 -2018 unit price rates).
BACKGROUND
Each year the Common Council allocates funds in the Storm Water Utility Budget for
contractor services to manage nuisance animals within the city -owned storm water
management detention basins. Management of nuisance animals is paramount to
ensuring the continued proper operation of the basins. Nuisance animals, such as
muskrats, cause damage to the side slopes of the detention basins and drainage ways and
destroy the emergent vegetation planted within the basins. Maintaining the emergent
vegetation is vital in protecting the shoreline from erosion, as well as removing nutrients
from storm water runoff. The goal of these services is to reduce or eliminate the nuisance
animal population at city detention basins. State of Wisconsin Administrative Code
Section NR12.10 requires nuisance animal contractors to have a valid hunting /trapping
license. Contractors will be required to setup, inspect, maintain and remove live traps.
Any trapped animals will be removed and disposed offsite. Contractors will also be
required to inspect berms around the James Road Area Detention Basin and Armory Area
Detention Basin and remove any burrowing nuisance animals on a monthly basis. This
bid term was for a three year period 2016 -2018.
ANALYSIS
Working with Storm Water Utility staff, Purchasing prepared bid specifications for these
services. Bids were sent to known nuisance animal contractors. Bids were due on May
10, 2016 and the bid tab is attached. Staff review of the low bid (based on 2016 -2018
estimated quantities and unit prices) received from Bezio Animal Control concluded their
bid met the minimum bid specifications and the contractor confirmed they understood all
the requirements of the project scope. In addition, staff confirmed Bezio Animal Control
had positive references from similar services performed for various municipalities
Of
including the City of Appleton, Village of Bellevue and the City of Green Bay
Metropolitan Sewage District.
FISCAL IMPACT
The total annual fiscal impact of these services is dependent upon the services required.
Based on the bid specification's 2016 -2018 estimated more /less quantities and bidder unit
prices, Bezio Animal Control's annual estimated total cost for these services are as
follows: 2016- $6,425, 2017- $7,300, 2018- $7,675 for a total three year bid estimate of
$21,400. There are sufficient funds within the Operations & Maintenance account of the
2016 Storm Water Utility Budget for these services. These services would be charged to
A/N #: 561- 2050- 6401 - 00000. Funding for 2017 -2018 services is contingent upon
Council approval of these services within the annual Storm Water Utility operating
budgets.
RECOMMENDATION
City staff recommends this bid for these services for 2016 -2018 be awarded to Bezio
Animal Control, 5479 Hawthorne Drive, Pulaski, WI 54162 for the annual unit price rates
as per the attached bid tab.
