HomeMy WebLinkAbout09. 16-249 MAY 24, 2016 16-249 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO OSHKOSH INDUSTRIAL ROOFING & SHEET METAL FOR RIVERSIDE CEMETERY OFFICE ROOF REPLACEMENT FOR CEMETERY DIVISION ($54,126.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof replacement of the Riverside Cemetery building; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bids: OSHKOSH INDUSTRIAL ROOFING & SHEET METAL PO Box 1 Winnebago WI 54985 Total Bid: $547126.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: May 16, 2016 RE: Award Bid to Oshkosh Industrial Roofing & Sheet Metal for Riverside Cemetery Office Roof Replacement for Cemetery Division ($54,126). BACKGROUND The roof system over the office areas of the Riverside Cemetery building is 20+ years in age and has experienced ongoing leaks /moisture penetration in recent years. Patch repairs have not been effective. This roof has been monitored on our roof replacement schedule that is coordinated by Specialty Engineering Group (SEG). Based on SEG's assessment and the history of problems with this roof area, staff determined Roof areas 2 & 3 of the building should be a priority in the 2016 CIP Roofing/HVAC Program. The bid specifications called for these roof system replacements to be a 3 -ply self - adhering modified bitumen roof membrane over a gypsum cover board, 2 layers of 1.5" polyiso and a gypsum board on the wood deck. This system is similar to the existing roofs and will provide good protection to withstand traffic and falling debris. ANALYSIS Working with SEG, and Parks Department staff, Purchasing prepared bid specifications seeking vendors for this project. The bid was advertised in the newspaper and posted on Onvia DemandStar. A mandatory pre -bid was held on April 28, 2016. The bids were opened on May 12, 2016. The bid tab is attached. After reviewing the bids, staff and SEG have confirmed the low bid from Oshkosh Industrial Roofing & Sheet Metal met all the minimum bid specifications. FISCAL IMPACT The total fiscal impact of this bid is $54,126. With the inclusion of this project and factoring in current/pending projects the 2016 HVAC /Roofing CIP fund has sufficient funds for this project. This project will be charged to A/N# 323 - 0130 - 7214 - 06635. ca RECOMMENDATION Purchasing recommends the Common Council award this bid to Oshkosh Industrial Roofing & Sheet Metal for $54,126.
