HomeMy WebLinkAbout05. 16-245 MAY 24, 2016 16-245 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICE AGREEMENT WITH AECOM FOR RIVERWALK EXTENSION WEST OF OREGON STREET ($113,000.00) INITIATED BY: COMMUNITY DEVELOPMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that an amendment to the professional service agreement with AECOM is hereby approved to include construction related services west of Oregon Street not to exceed $113,000.00 and the proper City officials are authorized and directed to enter into an appropriate agreement for purposes of same and to take those steps necessary to implement the terms and conditions of the agreement as amended. No. 534-1040-7216-00000 TIF #20 South Shore Redevelopment Land Improvements O OfHKOfH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: May 19, 2016 SUBJECT: Approve Amendment to Professional Service Agreement with AECOM for Riverwalk Extension West of Oregon Street ($113,000) BACKGROUND The Community Development Department is recommending awarding alternate services to AECOM for the construction of the riverwalk along the Fox River from Oregon Street west to the end of the sheet pile to be installed in 2016. AECOM had previously proposed the construction services in an Agreement for services east of the bridge in 2014. City staff did not include that element of their proposal since the progress on the west side of the bridge was dependent on the final construction costs on the east side of the bridge. Fortunately, the project costs came in well under budget and the City was able to award the construction contract for the installation of the sheet pile wall west of the Oregon Street Bridge at their May 10th meeting. ANALYSIS The proposed fees are based on an hourly contract, not to exceed $113,000. Specific elements of the services to be performed for the project west of Oregon Street are: • Final Construction drawings and Plan Specifications • Construction survey stake out • Construction observation /documentation • Civil /Structural engineering as needed • Environmental /geotechnical engineering as needed • Grant reporting /documentation as needed. It is anticipated that the construction would be complete in 2016, but may continue into 2017. AECOM is maintaining their prices from their 2014 proposal for 2016 construction. FISCAL IMPACT The cost of these professional services was included in the project originally listed in the 2015 Capital Improvement Plan. City funding will come from TID #20 and TID #21. In addition, any unspent WisDNR funds already granted to the City for the project east of Oregon will be applied to the engineering costs for the riverwalk west of Oregon. RECOMMENDATION The City Council approves the proposed amendment with AECOM for $113,000. Respectfully submitted, Allen Davis Community Development Director Approved, Mark Rohloff City Manager
