Jim Collins
Jim Collins said the warrants for a four way stop are not met for either of these
intersections. He said he believes the reason the four way stop was placed here
was to slow traffic. He didn’t see the need to move the signs a half block.
Daniel Becker said in his opinion moving the signs might confuse people.
Ross Wandschneider said there is much pedestrian and vehicular movement in
this area and the signs slow the vehicles.

Jim Collins
Jim Collins said we have an opening on this Board and on the Parking Utility
Commission. He told that an application has been received for the TRAB.
Jim Collins informed the Board of the public meeting that will be held at 5:00
p.m. on 5/23/16 in room 404 of City Hall to discuss bike lanes on Irving Avenue.
He said all residents in the area will be notified.
Steve Herman told that he received two emails saying Oshkosh needs more
bike routes. He added that where to place the bike routes depends on whether
the use is intended for transportation or recreation. He also said there were
about a dozen vehicles parked on Irving Avenue from Main to Bowen when he
drove past recently. He likes the idea of a bike route on New York instead of
Irving. Jim Collins stated New York Avenue is not wide enough to accommodate
bike lanes and shows sharrows in the plan.
Jim Collins said he is working on the annual crash report and expects to have
that completed by June or July.
He stated that there is downtown action plan study in process than includes
recommendations for the gateways into the city. Ninth Avenue is one of the
gateways and it would be best to wait for the results of the study before
proceeding with the road diet on 9th Avenue.

Daniel Becker said a citizen contacted him about the right lane
abruptly ending on Hwy. 45 South by Waukau Avenue. The citizen
would like the lane to continue further. Daniel Becker suggested
investigating this and possibly making this a right turn only lane.
