Chairman Cummings called the meeting to order at 4:00 pm. Roll call was taken and a quorum
declared present.
The minutes of January 20, 2016 and 2014 Audit were approved as distributed (Stam/Hintz).
Public Hearing:
Spot Blight Designation 1218 Oshkosh Avenue
Chairman Cummings opened the public hearing on the proposed spot blight designation for 1218
Oshkosh Avenue
No one appeared and the public hearing was closed.
Res. 16-04 Approve Spot Blight Designation; Approve Acquisition of Property at 1218
Oshkosh Avenue ($150,000)
Motion by Belter to move Res. 16-04
Seconded by Stam
Mr. Hintz inquired about the cost of the property.
Mr. Davis responded that 1208 and 1212 Oshkosh Avenue were in much worse shape than this
building,which is why the price of 1218 Oshkosh Avenue is greater. 1218 Oshkosh Avenue is the
last piece needed on Oshkosh Avenue to make road improvements at the intersection of Sawyer
Street and Oshkosh Avenue.The payment for 1218 Oshkosh Avenue will be made over the next 2
years.
Mr. Belter inquired about other properties needed for the road improvements.
Mr. Davis stated there may be a properties on the north side of the alley which would need to be
acquired to extend Sawyer Street to Rainbow Avenue.The City will know more when a traffic
study and design are completed.

Mr. Hintz stated many properties in the City are in need of rehabilitation and he had no issues with
the properties being blighted and acquired. He is unsure the direction the City is taking when
selecting the properties to be acquired. He inquired if there were guidelines to be followed when
selecting these homes and if they are concentrated to certain neighborhoods or scattered sites.
Mr. Davis responded he does not know of specific guidelines since the properties acquired are ones
offered to the City by property owners or Winnebago County. Staff goes through the list and
determines if the properties are in Neighborhood Associations or part of redevelopment areas. In
cases where there are scattered site acquisitions, the property is typically in a Neighborhood
Association.
Mr.Hintz inquired if the City receives HUD foreclosure listings.
Ms. Brandt responded negatively.
Mr. Hintz stated he has looked at homes on the HUD list and they seem to be a good bargain but in
need of extensive rehabilitation. This might be something that is looked at systematically when
considering acquiring houses. Mr. Hintz stated he would like to see some more set guidelines when
selecting homes.
Mr. Belter stated he would like to see a focus pattern where certain blocks or areas are worked on
and the guidelines be defined and refined. Possibly a ranking of bad homes or blocks that need
rehabilitation.
Mr. Cummings stated that is the direction GO-HNI will going, once it is formed. He inquired if it is
possible to make money on these homes.
Ms. Brandt responded it is possible to make money on the property but it will have to follow certain
regulations because it is federal money.
Mr. Davis stated this property is the first project of its kind the City has taken on and feels it is a
good candidate because of its potential resale value.
Mr. Belter inquired who was managing the projects.

Mr. Davis responded that Ken Gresser, Housing Rehabilitation Specialist for the City of Oshkosh,
will oversee the projects and will bid out the work.
Mr. Hintz stated he hopes to expand the list of properties and determine some geographic
boundaries.
Mr. Belter agreed that there needs to be some direction when selecting and rehabilitating homes.
Mr. Stam stated he would like a report back to the RDA when the project concludes.
Ms. Brandt stated the City hopes to hold an open house because it is the first project of its kind and
to show residents what the City can do to help improve the neighborhoods.

Chairman Cummings opened the public hearing on the proposed spot blight designation for 503

Res. 16-06 Approve Spot Blight Designation; Approve Acquisition of Property at 503
Waugoo Avenue ($22,090.09 Plus Closing Costs)

Mr. Cummings inquired about the demolition date for the property.
Mr. Davis stated there is no set date for demolition. Once the City closes, the property will undergo
asbestos abatement and then get bids for the demo.

Res. 16-07 Determination of Necessity; Establish Fair Market Value; Authorize Purchase
of Property at 302 Merritt Avenue ($28,186.80 Plus Closing Costs)
Motion by Belter to move Res. 16-07

Ms. Brandt stated the reason this property does not need to be spot blighted is because it is already
in the approved Middle East Neighborhood which is a redevelopment area. The home is historic due
to contributing factors, so the City will need to get approval from the state historical society to
rehab or demo the property.
Mr. Stam inquired how the property was determined historic.
Ms. Brandt stated the house is one of the oldest in Oshkosh.

Mr. Davis stated a historical review of the property will need to be done and determine if it meets
section 4F of the historic preservation.
Mr. Hintz inquired if the property was in sufficiently poor shape that it is a demolition candidate.
Mr. Davis confirmed the property’s exterior is in bad shape but the City has not been inside yet to
determine if it is salvageable.
Mr. Hintz inquired if the property has been vacant for a while.
Ms. Brandt responded the property has been vacant for about 2 years. There is a large hole in the
roof and the exterior is in bad shape. It seems to be beyond repair.
Mr. Hintz stated this brings up the issue of housing code.The property has sat like this for a while.
Mr. Davis stated there have been code violations written up on the property however there was no
property owner to make the corrections, which is why Winnebago County has it for back taxes.

Executive Director’s Report
Mr. Davis stated the City submitted two grants totaling $300,000 for the Buckstaff property and
have no word yet from WEDC. The City is anticipating a response in April and is optimistic about
the grant.
Mr. Belter inquired how WEDC scores the grants.
Mr. Davis stated WEDC has not distributed any type of point value or scoring system. They look at
the impact of the project on the community, economic potential and the leverage they are getting
out of their grant.Mr. Davis believes the City has maximized those points when submitting the
grants.
Mr. Davis stated Greater Oshkosh Healthy Neighborhoods Initiative (GO-HNI) is a new 501c3 that
has been created to work in concert with the City of Oshkosh and RDA when it comes to working
on projects in neighborhoods. GO-HNI is the replacement for Neighborworks,who didn’t see
Oshkosh as a good long term fit. Healthy Neighborhoods has been well received by the board and
have started working on fundraising for the new 501c3.
Mr.Belter inquired what the budget is for GO-HNI.
Mr. Davis stated the budget was still in a state of flux because the number of staff is still unknown.
The City will donate about 1/3 of funds for the first year. It is anticipated to be around $200,000 to
$300,000 budget.
Mr. Hintz inquired where GO-HNI is currently based.
Mr. Davis stated GO-HNI is currently run out of the City because a staff member was hired to put
together the 501c3. The City position ends in May and that position will have to move over to GO-
HNI. GO-HNI is our version of Neighborworks.

Mr. Cummings stated GO-HNI hopes to become Neighborworks Oshkosh in the future because of
training and benefits that are available to Neighborworks employees.
Mr. Hintz inquired outside of City funds, where is the money being raised to start GO-HNI and who
is raising them.
Mr. Davis stated funds will come from foundations in the area. A city staff member and the board is
working on fundraising. Bill Wyman is the Chair of the GO-HNI board.
Mr. Davis stated the kayak and canoe launch will be installed at Boatworks soon and a grand
opening of Boatworks will be planned this spring.
Mr. Belter stated he visited Boatworks Riverwalk and was impressed by the approach and bridge
overlooking the river. He stated it is a good addition to the city.
Mr. Davis stated the construction is continuing on the Riverwalk East of Oregon Street to Dockside
Tavern. The next phase will take place this year starting at the end of the Boatworks Bridge to the
lagoon at Morgan District.A grant was submitted on behalf of the Morgan District for private
infrastructure improvements to the site. The grant is being reviewed by WEDC and has made it past
the first phase in the grant review.
Mr. Belter inquired if the City has pushed for private funding for the Riverwalk.
Mr. Davis stated the City has not assessed for anything or raised private funds other than the land
that has been donated.
Mr. Belter stated putting in the few remaining riverwalk segments using private money versus
waiting five years for public funding, might move up the timeline by a few years for completing the
Riverwalk and be a really neat thing for Oshkosh.
Mr. Davis stated the TIF application for Morgan District has been submitted and the TIF would be
paying for the Riverwalk in that district. Another big project in the South Shore Redevelopment
area is the Pioneer. Mr. Art Dumke is still working with the City on different funding options for
development of the property. Mr. Andy Dumke has acquired the Granary and the City has recently
adopted a Historic Building Code so he can rehab the building. Mr. Burns, the owner of the former
Miles Kimball building will finish engineering on the building and bid out work this spring. Rivers
1.5 is under construction and should be open later this spring.Mr. Dumke also has an option on the
site at Jackson Street and Marion Road and continues to develop more specific building and site
plans. More information is being prepared on the final water tower design including alternative
finishes and colors and a final site plan which will come back to the RDA for review.

PURPOSE:APPROVE SPOT BLIGHT DESIGNATION; ACCEPT DONATION
OF PROPERTY AT 458 WEST 6TH AVENUE
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the property at 458 W. 6th Avenue exhibits conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said property is blighted; and
WHEREAS,the owner has offered to donate the property at 458 W. 6th Avenue to
the Redevelopment Authority; and
WHEREAS, the Redevelopment Authority and the City of Oshkosh express their
utmost gratitude and appreciation to Paul Ulrich for his generous donation.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1.Findings and Determinations. It has been found and determined and is
hereby declared that:
(a)conditions of blight exist at the Property; and
(b)a comprehensive plan of redevelopment is not necessary with
respect to the private redevelopment of the Property or the relation
of the redevelopment of the Property to other property redevelopedby the Authority.
2.Spot Blight Designation. The Authority hereby finds that the Property is a
blighted property in need of rehabilitation and blight elimination under the
meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Redevelopment Authority of the City of
Oshkosh that the Authority hereby accepts said property and the proper officials are
hereby authorized and directed to execute any and all documents necessary for purposes
of same.

BACKGROUND
The old Walleye’s Pub has been closed and vacant for several years. Code
Enforcement and Building Inspection staff has noted the decay and decline of the
property over that time. In addition, the owner lost the liquor license for the
property since the Pub was not operating. City staff has been in contact with theowner regarding the property maintenance issues, in and around the property, and
the owner has offered to donate the property to the City for demolition rather than
undertake extensive repairs.
The City’s plan would be to demolish the structure and make it available for futureredevelopment.
16-08 Approve Spot Blight Designation; Accept Donation of Property at 458 W. 6th
Avenue
ANALYSIS/FISCAL IMPACT
City staff estimates the demolition costs for the structure would be about $15,000
to $20,000. The cost could be reduced to only asbestos removal and landfill tipping
fees of a few thousand dollars if City Public Works crews could demolish thestructure when they have time available later this year.
RECOMMENDATION
Staff recommends approval of the Spot Blight Designation and Accept the donationof property.

BACKGROUND
The subject properties consist of vacant and multi-family residential City-owned lots
located on the south side of Marion Road, west of Jackson Street. The surrounding
area includes commercial uses to the north and east and industrial and multi-family
residential uses to the north and west.
ANALYSIS
The City is requesting the granting of two utility easements to allow for adequate service
to future developments and the release of a storm sewer easement at the propertieslocated at the 400 block of Marion Road. As the south side of Marion Road continues to
develop, private companies continue to request utility easements to serve the new
residential and mixed use developments. The Redevelopment Authority is proposing a
10 foot wide utility easement on Lot 1 and a 12 foot wide utility easement on Lot 3 for
this purpose. The storm sewer easement was granted to the City in 1963 however theexisting buildings have since been demolished and the storm sewer was disconnected
and capped and no longer serves any purpose and should be released. The
Department of Public Works has reviewed these items and does not have any concerns
with these requests and is drafting the appropriate easement documents which will be
recorded at the Winnebago County Register of Deeds.
FISCAL IMPACT
There is no fiscal impact since the granting of the easements will allow the city to easily
service the utilities should there be a problem and the release of the easement area willnow allow that previously used public easement area to be used for private uses.
RECOMMENDATION
The Plan Commission recommended approval of the granting of utility easements and
the release of a storm sewer easement at its May 3, 2016 meeting.Staff recommendsRDA approves as well.

GENERAL INFORMATION
Petitioner/Owner:City of Oshkosh
Action Requested:
The City of Oshkosh requests the granting of two utility easements to allow for adequate service to
future developments and release of a storm sewer easement at the properties located at the 400
block of Marion Road.
Applicable Ordinance Provisions:N/A
Property Location and Type:
The subject properties consist of vacant and multi-family residential City-owned lots located on the
south side of Marion Road,west of Jackson Street.The surrounding area includes commercial uses
to the north and east and industrial and multi-family residential uses to the north and west.
Analysis:
As the south side of Marion Road continues to develop, private companies continue to request
utility easements to serve the new residential and mixed use developments.The Redevelopment
Authority is proposing a 10 foot wide utility easement on Lot 1 and a 12 foot wide utility easement
on Lot 3.These easements are necessary to allow private utilities to provide adequate service to the

The subject storm sewer easement was granted to the City in 1963 from the then Cook & Brown
Company.After the property was acquired by the City, the existing buildings were demolished and
the storm sewer was disconnected and capped. The storm sewer no longer serves any purpose and
therefore, the easement should be released.Public Works has reviewed this item and does not have
any concerns with the release of this storm sewer easement.
The Department of Public Works and City Attorney is drafting appropriate easement documents
which will be signed and recorded at the Winnebago County Register of Deeds.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the granting of the proposed utility easements and release of the
storm sewer easement as requested.
The Plan Commission approved the granting of the proposed utility easements and release of the
storm sewer easement as requested.The following is the Plan Commission’s discussion on this
item.
Item –Grant Easement/Release Easement 400 blk Marion Rd
Mr. Slusarek presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. He explained the reason for the request to grant the two
utility easements and discussed the release of the storm sewer easement which was granted to the
City in 1963 and has since been disconnected and capped and no longer necessary. He reviewed the
site plan depicting the easements on the subject property.
Mr. Borsuk questioned if the pipe had been capped but that the storm sewer piping was still in
place.
Steve Gohde, Assistant Director of Public Works, responded that the pipe had been abandoned.
Mr. Borsuk then questioned who was responsible for the removal of the piping and if the easement
should still be depicted on the property description.
Mr. Gohde responded that the old records do show that the easement existed in that location and
there was documentation to support its presence however some of it may have already been
removed.
Mr. Thoms inquired if the storm sewer was owned by the City.
Mr. Gohde responded affirmatively.
Mr. Thoms then inquired why it would be the responsibility for a developer to remove it.
Mr. Gohde replied that the City only removes the piping if necessary and that there was no need to
excavate to dig it up as it would be a great expense to remove a pipe that can just be filled.
Mr. Thoms stated that he did not want to create an issue for a future developer of the site and
questioned if this piping was located along the lot line between Lot 2 and 3 and within the setback
area.
Mr. Burich responded that the easement area was located along the side lot line of the parcels and
would be in the setback area for any building placement to be constructed on the property. It would
not be an issue for placement of other development features.
Mr. Thoms inquired if the easement is left in place would it still be a City issue.
Mr. Gohde explained that the pipe has been abandoned and no action was required on the City’s
part other than to release the easement. He discussed any potential issues from this action.
Mr. Thoms then inquired if there was no need for the easement if future development expands in
this area.
Mr. Gohde explained why there was no need for the City to possess an outfall in this location as the
storm sewer needs for this area have been addressed by other methods.

BACKGROUND
The RDA acquired the property and demolished a blighted structure on the smallparcel as part of the Middle Village Neighborhood Plan implementation.
ANALYSISThe City and RDA approved the redevelopment of a green space/pocket park
immediately to the west. The small parcel in question could be retained as part of
the public space. However, the adjoining neighbor to the east expressed interest
in buying the property due to their lack of any yard space on their property. As the
parcel map indicates, the small parcel appears to have been split from the parentparcel, and selling the small parcel to the neighbor would restore the lot to its
original size, consistent with the rest of the lots on the block and in the
neighborhood.
FISCAL IMPACT
The City Assessor placed a value on the small parcel of $4,375. The Loftons have
offered to purchase the parcel for $4,375.
RECOMMENDATION
Staff recommends disposing of the land to the Loftons for $4,375.

Staff has prepared a listing of criteria that could be used for developing an Acquisition
Policy. That criteria and a Map of the existing Neighborhood Associations is attached.Since there are so many possible criteria, a discussion of the criteria should include RDA
priorities.
In reviewing past acquisitions, the highest priorities seem to have been:
1.Blighted conditions of the structure.
2.Location of the structure.
-Redevelopment Area.
-Consistent with a Neighborhood Plan-Visibility
3.Cost of the acquisition/demolition –back taxes, assessments,hazardous
material removal, and demolition costs.
4.Potential Re-use of the property

EXECUTIVE DIRECTOR’S REPORT
Update on Buckstaff:The City has responded to a few questions from WEDC
regarding the pending grant applications. In addition, several individuals andrepresentatives have contacted WEDC to urge grant approval as soon as possible.Noword from WEDC on the $300,000 grant applications yet.
Update on Healthy Neighborhood Initiative:The City has been helping a new
Private/Public Partnership organization come to life –GO-HNI. The Board has beenseated and the Bylaws adopted. GO-HNI will conduct Community Building andEngagement on behalf of the City. In addition, GO-HNI will improve neighborhoods
through acquisition, rehabilitation, rentals and sales.The attached handouts summarize
the roles for GO-HNI and the City and other partners on a wide range of projects in
Oshkosh Neighborhoods.
In the meantime,neighbors have created another new neighborhood association –the
Historic Jackson Drive Neighborhood.A map is attached showing all the recognized
neighborhood associations.
The RDA has become more involved with more residential projects as part of the City’sneighborhood revitalization efforts too as indicated with the Spot Blight designations.
One RDA project underway is the 1017 Bowen Street house. The contractor bids for
the project have been coming in and the project is on budget.The project budget isless than $100,000, with an expected sale price of $110,000 to $120,000.
Update in South shore Redevelopment Area:
Boatworks –The trail and bridges are open.The City is planning a grandopening celebration for the first Waterfest night –June 16, 2016 at 4:00 PM.
Morgan District –Construction continues on the Riverwalk east of Oregon Street.
Staff worked with WisDNR to amend the grant award and add work to the Morgan
district west of Oregon Street for the sheet pile.In addition, the City has submittedanother grant application to install the trail, and all riverwalk improvements on top ofthe sheet pile, and continue with the trail west to the “lagoon”.
The City and Morgan District partners are also waiting on an Idle Industrial Site grant
application to WEDC to help install $375,000 of new private infrastructure on the site.The Morgan District partners have also submitted a TIF application for the site whichthe City continues to review;the final review will be based on the results of the WEDC
grant application.WEDC has advanced the grant application to the 2nd phase of
review –a good sign.The owners hope to start the first phase of the project,
apartments and commercial space along Oregon Street this year.
Pioneer Area –Mr. Art Dumke continues to work with City staff to explore multiple
development options and funding scenarios.
The Granary –Mr.Andy Dumke continues to work with City planning and buildingstaff to redevelop the property for an historic renovation with 6-units of residentialandanewrestaurant.
Update on Marion & Pearl Redevelopment Area:
Rivers 1.5:Construction is continuing.Completion is anticipated in the next few
months.
Jackson/Marion Parcel:Mr.Andy Dumke continues to develop more specificbuilding and site plans. He is also working on tenant occupancy and a financingplan.
Water Tower: The Engineering Consultant is preparing more information on the
final tower design including alternative finishes and colors and a final site plan.
