PURPOSE:APPROVE SPOT BLIGHT DESIGNATION; ACCEPT DONATION
OF PROPERTY AT 458 WEST 6TH AVENUE
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the property at 458 W. 6th Avenue exhibits conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said property to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said property is blighted; and
WHEREAS,the owner has offered to donate the property at 458 W. 6th Avenue to
the Redevelopment Authority; and
WHEREAS, the Redevelopment Authority and the City of Oshkosh express their
utmost gratitude and appreciation to Paul Ulrich for his generous donation.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1.Findings and Determinations. It has been found and determined and is
hereby declared that:
(a)conditions of blight exist at the Property; and
(b)a comprehensive plan of redevelopment is not necessary with
respect to the private redevelopment of the Property or the relation
of the redevelopment of the Property to other property redevelopedby the Authority.
2.Spot Blight Designation. The Authority hereby finds that the Property is a
blighted property in need of rehabilitation and blight elimination under the
meaning in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Redevelopment Authority of the City of
Oshkosh that the Authority hereby accepts said property and the proper officials are
hereby authorized and directed to execute any and all documents necessary for purposes
of same.

BACKGROUND
The old Walleye’s Pub has been closed and vacant for several years. Code
Enforcement and Building Inspection staff has noted the decay and decline of the
property over that time. In addition, the owner lost the liquor license for the
property since the Pub was not operating. City staff has been in contact with theowner regarding the property maintenance issues, in and around the property, and
the owner has offered to donate the property to the City for demolition rather than
undertake extensive repairs.
The City’s plan would be to demolish the structure and make it available for futureredevelopment.

ANALYSIS/FISCAL IMPACT
City staff estimates the demolition costs for the structure would be about $15,000
to $20,000. The cost could be reduced to only asbestos removal and landfill tipping
fees of a few thousand dollars if City Public Works crews could demolish thestructure when they have time available later this year.
RECOMMENDATION
Staff recommends approval of the Spot Blight Designation and Accept the donationof property.
