MAY 10, 2016 16-225 RESOLUTION (CARRIED___7-0___ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD PARTIAL BID TO MICHELS FOUNDATIONS ALTERNATE 2, WORK UNIT C; BULK HEAD WALL WEST OF OREGON STREET ($1,413,200.00) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh advertised for bids for construction of a bike/pedestrian riverwalk on the south side of the Fox River, east of Oregon Street, and said bids requested an alternate bid for installation of bulk head wall and associated work on the west side of Oregon Street adjacent to the bridge; and WHEREAS, Council previously awarded the base bid for construction of the Riverwalk east of Oregon Street to Michel's Foundations; and WHEREAS, the east of Oregon Street Riverwalk project will be completed under budget; and WHEREAS, the City has received authorization from the Wisconsin DNR to use the balance of grant funds awarded for the riverwalk east of Oregon Street for installation of the bulkhead wall on the west side of Oregon Street adjacent to the bridge to continue Riverwalk improvements; and WHEREAS, upon the opening and tabulation of bids it appears that the following partial bid for Alternate 2, Work Unit C, is the most advantageous bid: Michels Foundations 16500 West Rogers Drive New Berlin, WI 53151 BULK HEAD WALL $1,396,000.00 CRUSHED STONE FOR BACK FILL $ 17,200.00 TOTAL BID $1,413,200.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said partial bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 534-1040-7216-07510/07612 TID #20/ South Shore Redevelopment – Land Improvements- $1,413,200.00 0 OfHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: May 5, 2016 RE: Award Bid to Michel's Foundation Alt. 2, Work Unit C; build bulkhead wall, West of Oregon Street for $1,413,200.00 BACKGROUND The City has contracted for the construction of the portion of the south shore riverwalk from the Oregon Street Bridge east to the Dockside Tavern and the pedestrian street crossing of Oregon Street, south of the bridge. The bids opened in 2015 were well under budget. There have been no significant change orders for the project, and none are foreseen at this point. The property owners donated the easement on the land in 2015 for the riverwalk, west of the Oregon Street Bridge. The City also obtained a $953,000 grant from the WisDNR to help fund the east side of Oregon segment of riverwalk in 2015. The City obtained the permit for the west side of Oregon too, and bid the project out with the east side, with this west section as an alternate. The City received 3 bids for the project and Michel's Foundations was the low bidder on the base bid. Since Michels is still onsite, the City will save money in mobilization costs. ANALYSIS The City obtained permits from the WisDNR and the Army Corps of Engineers for the project elements that include installation of a new vertical sheet pile wall extending about 600' to the west of the Oregon Street Bridge. Michel's was originally the lowest bidder for both the riverwalk and the pedestrian crossing improvements in 2015. This bid award is only for the vertical sheet piling that the riverwalk rests upon. Project elements that the City will bid out in the future will be the trail flat work, landscaping, benches, lights and bollards for the 600' west of Oregon Street. The City is submitting a 2016 WisDNR grant application for those elements. WisDNR does not typically award the grants until the late summer of a year. If the grant application is successful, the bid award for finishing the riverwalk will not occur until later in 2016, dependent on funding. FISCAL IMPACT The funding for the project comes from the remaining 2015 CIP project that was not all spent due to the 2015 favorable bids, and from the City's 2016 CIP. In addition to the WisDNR grant funds, the City's share of the funding will be paid by TID #20, with a donation from TID #7. RECOMMENDATION The City Council awards the bid for Alt 2, Work Unit C; bulk head wall west of Oregon for $1,413,200.00.
