MAY 10, 2016 16-226 RESOLUTION (CARRIED___7-0____LOST______LAID OVER______WITHDRAWN______) PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES STEWARDSHIP GRANT APPLICATION FOR RIVERWALK IMPROVEMENTS ON MORGAN DISTRICT PROPERTY, ADJACENT TO OREGON STREET BRIDGE (JELDWEN WEST OF OREGON) INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, the City of Oshkosh is interested in developing lands for public outdoor recreation purposes; and WHEREAS, the next section of riverwalk improvements on the south shore of the Fox River will be along the Morgan District property (f/k/a JeldWen property), west of Oregon, adjacent to the Oregon Street bridge; and WHEREAS, if a grant is awarded, the City of Oshkosh has set aside funds in the 2017 Capital Improvement Program as its match to complete this riverwalk section. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit an application to the Wisconsin Department of Natural Resources for riverwalk improvements on the south shore of the Fox River. BE IT FURTHER RESOLVED that the City will comply with state or federal rules for the programs to the general public during reasonable hours consistent with the type of facility, and will obtain approval in writing from the Wisconsin Department of Natural Resources before any change is made in the use of the project site (if applicable). BE IT FURTHER RESOLVED that the City of Oshkosh hereby authorizes H. Allen Davis III, Community Development Director, to act on behalf of the City to: 1) Submit an application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available. 2) Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. 3) Submit signed documents. 4) Take necessary action to undertake, direct and complete the approved project. MAY 10, 2016 16-226 RESOLUTION CONTD BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City’s obligations under the terms of the grant agreement. 0 01HKOlH ON THE WATER TO FROM DATE Honorable Mayor and Members of the Common Council Allen Davis Community Development Director May 5, 2016 RE: Authorize Submittal of Department of Natural Resources Stewardship Grant Application for Riverwalk Improvements on Morgan District property, adjacent to Oregon Street Bridge (Jeld -Wen West of Oregon) BACKGROUND The City of Oshkosh is continuing the construction of the riverwalk on the south shore of the Fox River. The construction schedule for the next riverwalk segment depends on grant availability. The segment on the former Jeld -Wen property, now called the Morgan District, could begin construction in late 2016 or early 2017, depending on grant funding and weather conditions. ANALYSIS The City has developed a concept for the riverwalk in this section and has obtained the land and the permits. To help offset the City's cost of riverwalk improvements, staff recommends applying for Wisconsin Department of Natural Resources funding through the Stewardship Grant and other grant sources through Wisconsin Department of Natural Resources. The engineer's estimate for the project costs is $1,597,847. The grant application is written for the normal 50% grant of $798,923. The grant application would include: • Finish the riverwalk west of the Oregon Street Bridge on top of the new bulk head wall /sheet pile being installed this summer- Trail, lighting, landscaping, benches etc. • Install shoreline protection and all riverwalk elements further to the west to the lagoon /inlet on the Morgan District. FISCAL IMPACT The City's matching funds will come from any remaining 2016 riverwalk funds, funds in next year's 2017 Capital Improvement Program for the riverwalk funds allocated for TIF #20 and TID #21 as well as any future funds budgeted in the 2017 Capital Improvement Program. Staff will limit the size of the project to the City's matching funds of 50 %. RECOMMENDATION The City Council approves submitting the grant application.
