HomeMy WebLinkAboutMinutesCITY OF OSHKOSH LANDMARKS COMMISSION Minutes April 13, 2016 PRESENT: Angela Allen, Steve Cummings, Paul Arnold, Shirley Brabender Mattox, Elizabeth Hintz, Sharon Kipetz, Harold Buchholz, Alexa Naudziunas and David Buck EXCUSED: Vicky Redlin ABSENT: None 1. Call to Order The meeting was called to order at 3:03 p.m. and a quorum was declared present. 2. Approval of March 9, 2016 Meeting Minutes There was discussion on the type of category each for the Acanthus Award nominees, especially the specifics of 1540 Algoma as it was a painting project. Mr. Buchholz made a motion to approve the March 9, 2016 meeting minutes and Mr. Cummings seconded the motion. Motion carried unanimously. 3. Building Permit Review Mr. Buck went over the list for historic building permits. There was discussion on the 608 Elmwood property creating a new bedroom in space that was not originally intended to be used as a bedroom. Mr. Buchholz asked if the property on 234 Church Avenue would potentially be qualified for the tax credits. Mr. Arnold responded that it is a tax exempt property and would therefore probably not be eligible. 4. Chief Oshkosh Monument Update Ms. Naudziunas explained the e-mail contact information for the Menomonee Tribe provided by the commission is no longer in use. Mr. Buck suggested simply calling the tribal office directly to find someone who can address if the tribe would be interested in commenting and possibly helping with the language to be included in a brass marker sign at the monument site. Ms. Naudziunas also explained that she has submitted a “Request to Disturb a Human Burial Site” to the Wisconsin Historical Society, who is processing it. 5. Website Redevelopment Update – Main Page and Acanthus Award Page The commission reviewed the potential changes to the main page and Acanthus Awards page for the Landmarks Commission website. Discussion took place on the composition of the main page and the need for a historic narrative versus a timeline history. Ms. Redlin was not in attendance but provided her revisions to Mr. Buck for the commission to review. The commission made comments on revisions to Ms. Redlin’s text. Ms. Allen explained that Mr. Buchholz and she have worked on updating the architectural styles section and requests that other commissioners help update the page further as there are 11 different sections. Discussion took place about how the building styles were broken down within the WHS AHI and which types of architecture the commission would like to include in the website. Mr. Buchholz said that each style should have 3-4 local photo examples and we could also include a schematic diagram describing the features of the style in general terms. It was determined that:  Paul Arnold would work on Italianate, Second Empire and Arts & Crafts/Craftsman style  Steve Cummings would work on Greek Revival style  Elizabeth Hintz would work on Tudor Revival style  Shirley Brabender Mattox would work on Richardsonian Romanesque, Bungalow and Georgian Revival styles  Sharon Kipetz would work on Queen Anne and Colonial styles  Harold Buchholz would work on Prairie and Beaux Art styles  Angela Allen would work on various Vernacular styles Mr. Cummings made a motion to approve the proposed changes to the main page text and Mr. Buchholz second the motion, motion carried unanimously. 6. Historic Plaque Applications – Review and Action Mr. Buck explained that the commission needed to review and approve the three historic plaque applications that include: 1124 Bay Shore Drive, 143 Church Avenue, and 423 Hazel Street. The commission approved the historic plaques as follows: 1124 Bay Shore Drive – Its value as a building that is recognized for the quality of its architecture, and that retains sufficient elements showing architectural significance. Its characteristic of an architectural style and possibly identification with a person or persons who significantly contributed to the development of the city, state or nation. 143 Church – Its value as a building that is recognized for the quality of its architecture, and that retains sufficient elements showing architectural significance and its characteristic of an architectural style. 423 Hazel – Its value as a building that is recognized for the quality of its architecture, and that retains sufficient elements showing architectural significance and its characteristic of an architectural style. 7. Acanthus Awards Application Form - Review Mr. Buck drafted an Acanthus Awards application and information sheet for review by the commission. Mr. Buchholz and Mr. Buck had reduced the application to a single page and the commission made some minor grammatical edits. Ms. Redlin had volunteered to update the application information to fit on a single page but that had not been supplied to date. There was discussion on the advantages and disadvantages of requiring a deadline on the application and ultimately the commission felt it would be more inclusive to remove the deadline and create a rolling application process. 8. Acanthus Awards 2015 – Possible Nominees and Outreach Efforts The commission examined the properties/sites and voted on the nominees. The commission determined research duties and who will present the awardee at the May Common Council meeting as follows: 1) 1540 Algoma (Charles Wood House/Queen Anne) – Façade rehabilitation –Mr. Buchholz 2) 531 N Main (Frank Percey Gun and Fur) – Retention/adaptive reuse to office – Ms. Brabender Maddox 3) 522-530 N Main (Raulf Hotel) – Retention – Ms. Allen 4) 19-21 Waugoo (Kohlmann’s Block) – Restore transom window/façade rehabilitation – Mr. Arnold 9. Jackson/Oregon Street Bridge Replacement – Information Request Mr. Buck explained that the commission has been approached by the Dept. of Transportation to review any historically relevant elements that may be affected by the proposed Jackson/Oregon Street bridge replacement. Mr. Arnold, Mr. Buchholz and Ms. Brabender Maddox have volunteered to research the Marion/6th historic area and get back to staff with comment by Friday April 22, 2016. 10. Wisconsin Association of Historic Preservation Commissions – 2016 Annual Meeting and Conference (April 22-23) Mr. Buck explained the information package that he received from the Wisconsin Association of Historic Preservation Commissions about their conference on April 22-23. Mr. Buck reviewed the material and invited the commissioners to attend if they are interested. 11. May Historic Programs at the Oshkosh Public Library Mr. Buck reviewed his email correspondence with Ms. Janice Dibble from the Oshkosh Public Library. Mr. Buck explained their presence has been requested to give a presentation on Oshkosh’s historic districts on May 19th at 6:30 pm. Ms. Allen and Ms. Brabender Mattox agreed to assist staff. Mr. Buchholz also stated he would assist. 12. Agenda Items for Next Meeting/Statements Mr. Buck stated that beside the regular items of minutes, building permit review and potential plaque request they will focus the May meeting on the Acanthus Awards and the May presentation at the Library. 13. Adjournment Ms. Brabender Maddox made a motion to adjourn and the motion was seconded by Mr. Cummings.
