PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICE
AGREEMENT WITH HOUSEAL LAVIGNE ASSOCIATES, LLC TO
EXPAND CONTRACT SERVICES, OSHKOSH CORRIDORS PLAN

WHEREAS, the City and Houseal Lavigne Associates, LLC previously entered into
a professional services agreement to undertake a Central City Investment Strategy; and
WHEREAS, the City desires to expand the contract to include studies on two

Oshkosh Corridors to include 9 Avenue and Highway 44/ South Park Avenue.
NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that an amendment to the professional service agreement with Houseal Lavigne

Associates, LLC is hereby approved to include two corridor studies at 9 Avenue and
Highway 44/South Park Avenue in an amount not to exceed $50,000.00 and the proper
City officials are authorized and directed to enter into an appropriate agreement for
purposes of same and to take those steps necessary to implement the terms and
conditions of the agreement as amended.
BE IT FURTHER RESLOVED that money for this purpose is hereby appropriated

SUBJECT: Approve Amendment to Professional Service Agreement with Houseal Lavigne
Associates to expand contract services to add 9th Avenue and South Park
Avenue to the Central City Investment Strategy (Imagine Oshkosh).
BACKGROUND
The Community Development Department requested a professional services contract
amendment from Houseal Lavigne to expand the scope of the Central City Investment Strategy
(AKA, Imagine Oshkosh) to add in the 9th and South Park corridors into the city from US 41.
ANALYSIS
The Imagine Oshkosh planning project kicked off last December and since that time there have
been steering committee meetings, public neighborhood style meetings, online surveys, and
individual interviews conducted by the consultant on conditions and concerns regarding the
center city. A consistent theme echoed amongst the various groups surveyed thus far is that
the primary corridors (9th Avenue, South Park Avenue, Oshkosh Avenue and Jackson Street)
coming into the center city need improvement if the city is going to revitalize and attract new
business and residents into the downtown area. The philosophy is that you have to make the
experience going into the downtown positive or people and businesses will be hesitant to want
to locate or live there because of the area that they have to drive through daily.
The amended scope of services is related to adding in the 9th Avenue and South Park Avenue
corridors into the scope of the overall Imagine Oshkosh project. 9th Avenue and South Park
Avenue were selected first as they connect to the southshore portion of the Imagine Oshkosh
planning area where it is critical for the Pioneer, Buckstaff, and other south shore areas waiting
for redevelopment.
The basic scope of work will cover:
• Assessment of existing conditions within the corridors.
• Evaluate issues and opportunities.
• Establishing a framework for corridor success.
• Developing detailed plans and recommendations for the corridors.
Also included will be a detailed implementation strategy identifying specific projects and actions
that need to be undertaken to realize the Plan's recommendations.
The timeframe for completion of the project will generally coincide with that of the Imagine
Oshkosh project and be completed prior to December 31, 2016.
FISCAL IMPACT
The original contract was for $149,250. The $50,000 of the contract amendment, of which the
Oshkosh Area Community Foundation is contributing $25,000 to the corridor plan, has been
reviewed by city staff and would bring the total for these professional services to $199,250.
Funds will come from various center city TIDs as identified in the resolution, as a TIF eligible
planning expense.
RECOMMENDATION
The City Council approves the contract amendment of $50,000.
