FOR LIBBEY-NICOLET NORTH MAIN STREET AREA DETENTION BASIN ($56,305.25) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an amendment to the agreement with AECOM Technical Services, Inc. for the Libbey-Nicolet North Main Street Detention Basin for storm sewer design services to include additional soil borings, constructing a groundwater model to estimate groundwater flow and determine the potential impact on adjacent properties due to long-term groundwater dewatering activities, designing and preparing specifications for a long-term groundwater dewatering system to reduce the likelihood of damage to the project from groundwater, and preparing project specification and coordinating with the Fernau Watershed- North Main Street Area Wet Detention Basin for bidding as a single project. (AECOM) ($56,305.25) BACKGROUND A professional services agreement for design services for the Libbey-Nicolet North Main Street Area Detention Basin with AECOM was approved by the Common Council on May 26, 2015. During the course of this project, several additional engineering-related services were requested by City staff. ANALYSIS The additional services requested included conducting additional soil borings onsite; constructing a groundwater model to estimate groundwater flow and determine the potential impact of groundwater on the project; developing a long-term groundwater dewatering model to estimate the potential impact on adjacent properties due to long-term groundwater dewatering activities; designing and preparing specifications for a long-term groundwater dewatering system to reduce the likelihood of damage to the project from groundwater; and preparing project specifications and coordinating with the Fernau Watershed — North Main Street Area Wet Detention Basin for bidding together as a single large project. FISCAL IMPACT Staff has reviewed the amendment and costs. The amount of this agreement amendment is $56,305.25. This will raise the total agreement amount to $245,905.25 (not to exceed). These services will be funded through the Storm Water Utility. Funding is available within the 2015 Storm Water Utility portion of the Capital Improvement Program for these services. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this amendment. Approved, � � Mark A.
