PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICES
AGREEMENT WITH AECOM TECHNICAL SERVICES, INC. FOR
ENVIRONMENTAL SERVICES, PERMITTING, PARKING LOT
DESIGN, PREPARATION OF SPECIAL CONDITIONS FOR
CONSTRUCTION DOCUMENTS, BIDDING ASSISTANCE, AND
CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING
LOT IMPROVEMENTS AT EXISTING LOT ADJACENT TO THE
SENIORS CENTER SOUTH ($80,835.20)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an amendment to the agreement with AECOM Technical Services, Inc. for
additional environmental services, permitting, parking lot design, preparation of special
conditions for construction documents, bidding assistance, and construction management
for the parking lot improvements at existing lot adjacent to the Seniors Center South.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Environmental Services, Permitting, Parking
Lot Design, Preparation of Special Conditions for Construction Documents, Bidding Assistance,
and Construction Management for Proposed Parking Lot Improvements at Existing Lot Adjacent to
the Seniors Center South / AECOM Technical Services, Inc. (AECOM) ($80,835.20)
BACKGROUND
A professional services agreement for environmental, design, bidding assistance, and construction management
services for the parking lot adjacent to the Seniors Center south with AECOM was approved by the Common Council
on March 24, 2015. During the course of this project, additional engineering-related services were requested by
City staff.
ANALYSIS
The additional services requested included the addition of a dumpster enclosure, design revisions due to the
addition of a 48" storm sewer for the Storm Water Utility, preparation of an easement legal description for the 48"
storm sewer, design of several options for various types of site storm water management, development of concept
plans for land acquisition from Fox Valley Technical College to add space to the South lot, revisions of bike path
routes, plan revisions to allow for construction in one construction season rather than two as originally intended,
addition of porous concrete as an alternative to porous asphalt pavement, addition of Pave-Drain System, addition
of e{ectrica{ plans and specifications, and updates to bid documents to reference 2016 City Standard Specifications.
FISCAL IMPACT
Staff has reviewed the amendment and costs. The amount of this agreement amendment is $80,835.20. This will
raise the total agreement amount to $160,060.20 (not to exceed). These services will be funded through the
Property Improvements section ofthe 2016 Capital Improvements Program (CIP) ($62,200.20) and the Storm Water
Utility Operating Budget ($18,635).
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature,
including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the
amendment and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common
Council approve this amendment.
