STORM WATER UTILITY COMMITTEE RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the Storm
Water Program Annual Report, having been reviewed, is approved, and the proper City
officials are authorized and directed to submit the Report to the Department of Natural
Resources.

BACKGROUND
The City of Oshkosh received coverage under the Wisconsin Department of Natural Resources (WDNR)
Municipal Separate Storm Sewer System (MS4) General Permit on January 2, 2007. In May 2014, the City
of Oshkosh received notification this coverage was extended to include the newly-released version of the
MS4 General Permit. This permit requires the City to comply with the following six minimum control
measures (as mandated by the Federal C1ean Water Act and the Environmental Protection Agency):
1. Public Information and Education Plan
2. Public Involvement and Participation Program
3. Illicit Discharge Detection and Elimination Program (including new or revised ordinances)
4. Construction Site Pollutant Control Program (including new or revised ordinances)
5. Post-Construction Storm Water Management Program (including new or revised ordinances)
6. Pollution Prevention Program (Prevent pollution from the daily operations of the City)
The Storm Water Utility Committee reviewed the Annual Report and recommended approval as discussed
during theirApril 21, 2016 meeting.
ANALYSIS
The annual report contains information on the activities performed by the City of Oshkosh in compliance
with the MS4 Permit requirements. This report includes the completed WDNR form, as well as
supplemental information the WDNR Form did not have room to enter. The final year end financial data is
still being compiled by the Finance Department, and the final 2015 expenditures may be slightly different
that those shown in the table. City staff has more details available for the WDNR, should they be requested.
FISCAL IMPACT
There is no anticipated fiscal impact from the approval of this resolution.

a. Describe what efforts the municipality has undertaken to invite the municipal governing body, interest groups, and the general public
to review and comment on the annual report.
The Annual Report has been posted on the City's Storm Water Utility Webpage, and has been reviewed and approved
at public meetings of the Storm Water Utility Committee and the Common Council. The general public, in addition to
members of interest groups and the elected official have the opportunity to comment at any of these meetings, as well
as arrange a meeting with the Department of Public Works staff to discuss comments.
b. Describe how elected and municipal officials and appropriate staff have been kept apprised of the municipal storm water
discharge permit and its requirements.
Elected officials are kept apprised of the MS4 Permit and it's requirements through Common Council workshops and
through the City Manager's weekly newsletter. The City of Oshkosh Storm Water Utility Committee is kept up to date
through regular committee meetings. Staff are kept apprised during routine conversations and staff meetings when
necessary.

Fox River: Listed for PAHs. There are no current discharges that would contribute to this pollutant.
Lake Butte des Mortes: Listed for Mercury, PCBs, Sediment, and Phosphorus. Mercury is atmospheric
deposition, which the City cannot implement a means to reduce. PCBs are no longer used in industrial processes
along the river, and thus there are no longer discharges that would contribute to this pollutant. Sediment is being
addressed on a City Wide basis, as required by the MS4 Permit. Phosphorus reductions will be associated with
the reduction in sediment on a City Wide basis. Phosphorus is being addressed under the I&E plan to get
residents to reduce the use of phosphorus. The City of Oshkosh is prepared to develop a plan to reduce
phosphorus and will do so once the TMDL for the Upper Fox River Basin is complete, and the requirements are
known.
Lake Winnebago: Listed for Mercury, Sediment, and Phosphorus. Mercury is atmospheric deposition, which the
city cannot implement a means to reduce. Sediment is being addressed on a City Wide basis, as required by the
MS4 Permit. Phosphorus reductions will be associated with the reduction in sediment on a City Wide basis.
Phosphorus is being addressed under the I&E Plan to get residents to reduce the use of phosphorus. The City of
Oshkosh is prepared to develop a plan to reduce phosphorus and will do so once the TMDL for the Upper Fox

Section V. Permit Conditions
a. Minimum Control Measures:
Public Education and Outreach
Fox Wolf Watershed Alliance Presentation:
The City of Oshkosh opened the Fox Wolf
Watershed Alliance annual conference with a session on how the City of Oshkosh incorporates
water resources and storm water management with economic growth. The conference was held in
Oshkosh on March 3 4, 2015.
Utility Bill Flyer:
A utility bill flyer on storm water management and discharge of grass to streets
was included with the utility bills that went out at the end of April (mailer attached).
Online Mapping:
The City is developing a new interactive ESRI ArcGIS Online Mapping
application to display a map that shows the progress of projects that are being undertaken by the
Storm Water Utility.
IDDE Videos:
The City acquired a series of videos for use in a public outreach program through
OCMS. The videos are of variable lengths and
website.
Public Involvement and Participation
Storm Water Utility Website:
The Storm Water Utility has a page on the City's Website. The
Storm Water Utility Engineering Supervisor works with the Information Technology Division staff
to ensure that items pertaining to the Storm Water Utility that may be of interest to the general

Storm Water Utility Committee:
In 2015, the Storm Water Utility Committee held public
meetings on: February 12, March 19, April 23, May 26, June 25, August 27, September 17,
October 15, and November 12. All Storm Water Utility Committee meetings are open to the
general public, and are publicly noticed in accordance with state statutes. A link to the Storm

Annual Report Outreach:
The 2014 MS4 Annual Report was discussed at the February 12 and
March 19 Storm Water Utility Committee Meetings. The report was also posted to the Storm Water
Utility webpage. The Common Council reviewed and voted to approve the report at their March
24th meeting.
Build Your Own Rain Barrel:
The City of Oshkosh conducted a
event that was held on April 18, 2015. A total for 34 rain barrels were constructed at the event.
Fox River Clean:
The City of Oshkosh participated in the Fox River Clean (organized by the Fox
Wolf Watershed Alliance) that was held on April 25, 2015.
Ground Control Workshops:
The City of Oshkosh conducted four (4) Ground Control
Workshops during 2015. All contractors and their subcontractors are required to attend, so some
contractors have attended our workshops more than once over the years. At each workshop, City
staff reviewed the erosion control requirements that would be enforced during construction. Staff
stressed the importance of maintain proper erosion control practices at all times and the penalties if
the Contractors are found to be in non compliance. A total of 21 individuals participated in the
four workshops.
Illicit Discharge Detection and Elimination
Outfall Program:
During the summer of 2015, OMNNI Associates, Inc. (OMNNI) assisted the
City of Oshkosh with inspecting the outfalls in the City's municipal separate storm sewer system
implemented the "priority outfall" concept that was introduced by the WDNR in a March 2012
guidance document. Results of the inspections are summarized in the City of Oshkosh Ongoing
Screening Summary Report- 2015 Inspection Year (January 8, 2016). The current MS4 map of the
City of Oshkosh consists of 425 outfalls including:
95 major outfalls
237 minor outfalls
93 supplemental outfalls
OMNNI inspected 98 outfalls of the approximately 425 MS4 outfalls identified in the City. All 48
priority outfalls were inspected along with a sampling of the non-priority major outfalls and the
non-priority non-major outfalls. The inspections consisted of a visual screening along with a
chemical analysis of any dry-weather flow that was present. The inspections revealed 77 outfalls
were unlikely as having a potential of past illicit discharges, 20 outfalls with evidence of having a
potential of an illicit discharge and only one (1) obvious illicit discharge.
Of the 20 potential 19 upstream manholes contained significant amounts of floating debris (plastic
bottles, foam packaging, paper and other solid wastes) that were classified as potential illicit
discharges. City crews removed the debris and the manholes and the City will continue to monitor
the manholes for debris. All 19 storm sewers are submerged by the water levels in Lake
Winnebago. It is most likely that floatables that are washed off the street and into the storm sewer
may be becoming trapped in these manholes where lake levels are above the top of the pipe. The
remaining potential discharge was the outfall east of Westfield Street Bridge that registered an
elevated level of ammonia. The City will be conducting a field investigation to try to determine if
the source might be a leak from the sanitary system or seepage from the adjacent park which
historically served as a municipal landfill.
On September 23, 2015 Outfall 12-1328a a trickle discharge of a white silty substance was
sampled. OMNNI traced the discharge to a 6-inch pipe that was tapped into a curb inlet near the
intersection of Walter Street and Fernau Avenue. The pipe appeared o originate from the Carew
concrete plant. There was no storm inlet associated the pipe on the Carew property and the
company had no knowledge of the pipe. The City has inserted a temporary plug in the pipe to stop
further discharges and will be preparing to construct a permanent plug.
Based on the information collected during the screening, the proposed ongoing screening program
will undergo revisions based on Wisconsin Department of Natural Resources (WDNR) 2012
guidance documents. The updated plan will then be submitted to the Wisconsin Department of
Natural Resources (WDNR) and used in future screening programs. Future screening programs
will be based on the sampling of approximately 100 outfalls annually based on an overall

City Enforcement:
In April a utility bill flyer went out informing residents of the adverse impacts
(clogging of the collection system and nutrient loading to area water bodies) of grass clippings
accidentally and intentional being left on City streets. During 2015 the City issues 67 warnings
that continued practice of discharging grass clippings into the roadway could potentially result in a
fine.
Construction Site Pollutant Control
Municipal Construction Inspection:
The City inspects all municipal construction projects on a
weekly basis, and after rainfall events in excess of one half inch in twenty four hours. The
Contractor is issued orders to repair any deficiencies in the implementation of the Erosion and
Sediment Control Plan within 24 hours. The City utilizes a mapping grade handheld GPS unit to
locate any deficiencies in the erosion and sediment control practices, and provide the contractor a
map of the locations needing repair. The City also inspects all municipal construction projects that
to thaw.
Commercial Construction Inspection:
The City inspected each Commercial / Industrial
development for compliance with their Erosion and Sediment Control Plans on average 1 to 2 times
throughout the construction season. Any deficiencies noted in the implementation of the Erosion
and Sediment Control Plan were noted in a letter emailed to each construction manager.
Additionally, the City responds to numerous citizen complaints due to erosion and sediment
control. These complaints are notably after storm events when tracking from construction sites
frequently occurs. As with "random" inspections, a summary inspection letter is sent to the
construction manager for the site.
Erosion Control Enforcement:
City staff performed a total of 287 construction site erosion and
sediment control inspections in 2015. A total of 92 notices of violations were issued, each was
corrected by the contractor. Approximately 240 hours were spent on the inspections, with
approximately another 60 hours or so spent in the office preparing reports to send to contractors.
Post-Construction Storm Water Management
Staff completed 80 private site development plan reviews through the course of 2015, spending
approximately 261 hours on those plan reviews.
Pollution Prevention
Catchbasin Cleaning:
Approximately 1,846 person-hours were spent cleaning and removing
sediment from catch basins during 2015.
Street Sweeping:
Approximately 19,895 curb miles of street sweeping occurred in 2015. There are
approximately 280 miles of street in the City of Oshkosh. Each mile of street equals 2 curb miles
(1 on each side of the street). The approximately 19,895 curb miles of street sweeping equates to
sweeping each street approximately 30 times throughout the year. Street sweeping starts in April
and May and continues into November in an average year. Because of the unseasonably warm
weather some street sweeping activities continued into December. A total of 1,211 tons of debris
from the street sweeping program was hauled to landfill in 2015.
New Wet Basin:
The construction of the 9th and Washburn Wet Detention Basin was completed in
2015. That facility will remove approximately 24 ton of TSS that previously would have been
discharged to Lake Winnebago.
New Wet Basin:
Planting of the vegetation at the Armory Area Wet Detention Basin was
completed during the spring of 2015. The vegetation is critical to the basins stability and its
pollutant removal capability.
Watershed Planning:
Work continued on the Fernau Avenue Watershed Storm Water
Management Plan that will identify management strategies for resolving the flooding and storm
water quality issues of the watershed.
Design of New Facilities:
The design began on both the Libbey / Nicolet Watershed and Fernau
Avenue Watershed - North Main Street Area Detention Basins. Both facilities were early out
projects from the watershed planning process. Survey, subsurface investigations, and other
data collection activities were some of the activities undertaken in 2015.
Watershed Planning:
The City also began detailed planning level study for the Gallups/Merritts
Watershed. The watershed is located on the south east side of the City.

Division Supervisors have pavement temperature sensors equipped in their trucks, to monitor the
temperature of the pavement to ensure that salt is not being applied when it will not be beneficial.

e. Best Management Practices Maintenance:
Housekeeping:
City crews annually clean and remove sediment from all of the catch basins. For
the first six weeks after spring snow melt all streets are swept weekly. Then during the remaining
cleaning season, the City performs street cleaning of the majority of City Streets every other week
spring through fall. The downtown streets are cleaned at a weekly frequency. The City uses four
(4) vacuum assisted, high efficiency, street cleaners and one (1) mechanical broom sweeper.
Approximately 19,895 curb miles of streets were swept in 2015, removing approximately 1,211
tons of debris from the streets.
Annual Inspection:
Engineering Division Staff inspects each storm water BMP
annually. These inspections focus on potential structural damage to the facility due to erosion,
rodents, vandalism, or other causes. Any deficiencies noted are repaired as quickly as possible. In
the case of rodent damage, the site is then evaluated for potential actions to reduce the rodent
population.
Routine Inspection:
The City of Oshkosh Streets Division inspects the major storm water BMP's
after each major rain event. These inspections look for any evidence of damage, plugging or other
concerns. Any deficiencies noted are repaired as quickly as possible.
Maintenance of Lift Stations:
The City Waste Water Treatment Plant Staff maintain all pump
stations in the City of Oshkosh (waste water and storm water). The City has two large storm water
pump stations. The Melvin Avenue Storm Water Pump Station is located on Siewert Trail in
Menominee Park and the Lake View Pump Station, which is located in Menominee Park at the end
of E. Nevada Drive. The stations are monitored 24 hours a day, 7 days a week, 365 days a year via
radio telemetry by operations staff at the Waste Water Treatment Plant. The stations are visually
inspected on a weekly basis by a Maintenance Mechanic. The backup power generator is tested 3
to4 times per year. The backup power generator was serviced by the supplier maintenance staff.
Nuisance Animal Control:
The City of Oshkosh contracted with Suburban Wildlife Solutions,
LLC (Kaukauna, WI) to conduct nuisance animal inspections and trapping at all wet detention
basins owned and operated by the Storm Water Utility. The management of nuisance animals
(muskrats for example) is vital to ensure the long term stability of the natural vegetation in the
detention basins. In addition to the wet detention basins, Suburban Wildlife Solutions,
LLC performed monthly inspections of the berm at the James Road Area Detention Basin. If the
inspections showed evidence of burrowing animals, trapping activities were initiated to remove the
burrowing animals and reduce/eliminate the potential damage threat to the berm.
