PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH CH2M
HILL ENGINEERS, INC. FOR SOUTHSIDE SANITARY SEWER
STUDY ($209,640.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with CH2M Hill Engineers, Inc.
for a study of the sanitary sewers south of the Fox River, in the amount of Two-Hundred-
Nine-Thousand-Six-Hundred-Forty and 00/100 ($209,640.00).

RE: Engineering Services Agreement for Southside Sanitary Sewer Study / CH2M HILL
Engineers, Inc. (CH2M HILL) ($209,640)
BACKGROUND
The Department of Public Works requested a proposal from CH2M Hill to perForm a study of the
City's sanitary sewers south of the Fox River. The purpose of this study includes preparing
updated wastewater flow projections through 2035 and through the estimated ultimate buildout
condition for the entire City sewer service area. Using the existing hydraulic collection system
model to simulate system perFormance with projected wastewater flows, CH2M Hill will identify
existing and potential future capacity problems for the southside sanitary sewer system, identify
improvement projects, leverage findings from the City's recent Sewer Evaluation Capacity
Assurance Plan, provide information that supports the City's future comprehensive wastewater
utility plan, and prepare a study that helps the City meet the State of Wisconsin Clean Water Fund
Program Fiscal Sustainability Plan certification requirements.
ANALYSIS
The City last studied this area in 2002 and an update to that study is needed to provide
recommended alternatives to service current development and future growth of the City. CH2M
HILL was chosen to perform this study due their past experience with this type of work, and their
significant experience with the modeling of the sanitary sewer system of the City of Oshkosh.
FISCAL IMPACT
The cost of these services is estimated not to exceed $209,640, and funding is available in
Sanitary Sewer section of the 2015 Capital Improvements Program.
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed this agreement and in accordance with Section 12-16 of the Code,
I am hereby recommending the Common Council approve this agreement.
