PURPOSE: AWARD BID TO CAPELLE BROS. & DIEDRICH, INC. FOR RED
ARROW PARKS RESTROOMS UPDATE FOR PARKS
DEPARTMENT ($104,840.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Red
Arrow Parks restrooms to be updated and address ADA compliance issues; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

(Base Bid + Alt. 1A)
Total Bid: $104,840.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Capelle Bros. & Diedrich, Inc. for Red Arrow Parks
Restrooms Update for Parks Department ($104,840).
BACKGROUND
The Common Council approved $80,000 in the 2016 CIP Program to update the Red
Arrow Park restrooms. The updates will address ADA compliance issues, incorporate
lighting, ventilation and plumbing updates and provide new toilet fixtures and partitions.
ANALYSIS
Working in conjunction with the project architect and Park Department personnel,
Purchasing reviewed and prepared bid specifications for the restrooms update. Bids were
posted March 5 and March 12, 2016. The bids were opened on March 30, 2016. The
bid tab is attached. After reviewing the bids it is the consensus of the project architect
and City staff that the low bid from Capelle Bros & Diedrich, Inc. met the minimum bid
specifications for this project. It is also the recommendation of staff that Alternate lA
bid (roof replacement) also be included in this bid and funded by the 2016
HVAC/Roofing CIP fund.
FISCAL IMPACT
The fiscal impact of this construction bid ($99,790) with Alternate lA ($5,050) is
$104,840. This project was budgeted in the 2016 CIP Park Improvements far $50,000.
Factoring in the prior architect fees ($6,560) there is $73,440 remaining in that fund for
this project that will be charged to A/N#: 325-0610-7214-07602. The remaining overage
($31,440) will be addressed as follows: $5,050 will be funded by the 2016
HVAC/Roofing CIP fund (A/N#: 323-0130-7214-06635), $15,000 will be offset from a
donation received from the Oshkosh Community YMCA (to be received over two years-
2016 & 2017) and the remaining overage amount ($4,790) will be funded from surplus
CIP Parks projects and a reduction in the budgeted funds for replacing lights at
Teichmiller Park in 2016.

RECOMMENDATION
The project architect and City staff recommend the bid for this project be awarded to
Capelle Brothers & Diedrich, Inc., 253 North Hickory Street, Fond du Lac, Wisconsin,
54935, for $104,840.
