1.Call to Order
Mr.Michelson called the meeting to order at 4:00 p.m.
2.Approval of February 18,2016 Meeting Minutes
Ms. Redlin moved to approve February 18,2016 meeting minutes.Mr. Otto seconded the
motion. Motion carried unanimously.
3.Jackson/Murdock Roundabout –Department of Transportation –Randy Asman
Randy Asman from the Wisconsin Department of Transportation presented information on the
construction of the Jackson and Murdock roundabout. The committee had requested the
presence of a WISDOT representative to answer questions about the construction and safety of
this roundabout. Mr. Gohde (Public Works) explained that while the roundabout is smaller than
others that are in Oshkosh, this roundabout is still within the correct size requirements. Mr.
Gohde explained that there was not enough right of way to make the roundabout greater in size
without an expensive purchase of adjacent land.Mr. Michelson explained that there doesn’t
seem to be enough space for a pedestrian to cross without a car obstructing the crosswalk. Mr.
Asman explained that the middle island is required to be a certain width and moving it further
from the center of the roundabout doesn’t guarantee it will solve any problems and this would
require a full reconstruct in order to meet mandatory size requirements.There was discussion
on decreasing the legal speed through the roundabout, Mr. Asman explained that most cars are
within the marked speed and that their speed may seem faster only because they are entering a
roundabout. Mr. Asman explained that other cities have implemented a flag program which
allows crossing pedestrians to hold a flag in front of them to alert drivers of their need to cross.
The committee was interested in pursuing this idea.
4.2016 Bike Facility Prioritization –Action and Discussion
Ms. Naudziunas stated Mr. Gohde and Mr. Collins met to discuss the potential routes for 2016.
Ms. Naudziunas explained there are still some routes from last year that have not been
completed. In late summer 2016, the transportation department will have time to complete
bike lanes on Taft Avenue (Sawyer St. to Koeller St.), signage on Westhaven/Newport and River
Mill/Arboretum, and sharrows on New York Avenue (High Avenue to Menominee Drive).Ms.
Naudziunas explained the suggestions that were discussed for 2016 based on the staff meeting.
Main Street –New York Avenue to Irving Avenue
Elmwood –Vine Avenue to New York Avenue (Sharrow or remove parking)
Algoma –Woodland Avenue to New York Avenue (Sharrow or remove parking)
6th Street –Knapp to Michigan
Michigan –6th to Riverwalk
Irving Avenue –Elmwood to Hazel (Bike Lanes and parking removal)
The committee discussed the importance of having bike lanes rather than sharrows. Ms.
Naudziunas explained that Irving Avenue is wide enough to accommodate two bikes lanes if one
lane of parking was removed. Ms. Redlin made a motion to approve all recommended routes
and Mr. Bellcorelli seconded the motion. Motion carried unanimously. Ms. Panske made a
motion to request a recommendation from the Traffic Review Advisory Board regarding bike
lane implementation on Irving Avenue from Elmwood to Hazel with one side of parking
removed. Ms. Redlin seconded the motion and the motion carried unanimously.
5.Spring Bike Event -Update
Ms. Naudziunas explained the committee has been meeting and the event planning process has
run smoothly. The date for the event is May 21st 2016. The group is working on finalizing
potential sponsors and donations.
6.Agenda Items for the Future Meeting(s)
Mr. Michelson requested that the committee review the Strava data from the 2015 National
Bike Month Challenge.
7.Adjournment
Mr.Bellcorelli moved to adjourn the meeting and Ms. Redlin seconded the motion. Motion
carried unanimously at 5:50 p.m.
