MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde, Assistant Director of Public Works
DATE: April 7, 2016
RE: Approve Initial Resolution for Special Assessments
for Knapp Street for Contract 16-24 Glatz Creek Relief Sewer — Phase 3
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements to be completed along Knapp Street from West 20th Avenue to 650' south of West 20tn
Avenue. The assessable work will include storm sewer laterals (new and relay), concrete pavement,
concrete sidewalk, and driveway aprons.
ANALYSIS
The resolution allows City staff to proceed with preparing assessments for the abutting properties. A public
hearing needs to be held and a final resolution needs to be approved by the Council prior to the
assessments being levied on the properties.
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from benefiting
properties. Funding for this project is included in the 2015 Capital Improvement Program in the Storm
Sewer, Sanitary Sewer, and Water Main sections.
RECOMMENDATIONS
I recommend approval of the initial resolution.
