NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the architectural design of the Water Filtration Plant storage building at 425 Lake Shore Drive, per the attached, is hereby approved and that the proper City officials are authorized to undertake all necessary tasks with a purpose of constructing the storage building at 425 Lake Shore Drive with the understanding that such further specific reviews and approvals will be appropriately sought as necessary under Wisconsin Statutes, the City of Oshkosh Municipal Code and policies. � O1HKOlH ON TNE WATEp TO: FROM DATE: RE: MEMORANDUM Honorable Mayor and Members of the Common Council Darryn Burich Director of Planning Services April 7, 2016 Approve Architectural Building Plans for a Proposed Storage Building at 425 Lake Shore Drive (Water Filtration Plant) (Plan Commission Recommends Approval) BACKGROUND The subject site is currently used for the City's Water Filtration Plant constructed in 2000. Several structures are located on the site including the Water Filtration Plant, Waste Backwash Water Tank, and Low Lift and High Lift Pump Station and other accessory buildings. There are also three clearwell tanks and associated off-street parking areas servicing the site. The site is surrounded by residential uses to the west, residential and commercial to the south, Menominee Park to the north and Lake Winnebago to the east. ANALYSIS The proposed project includes select demolition and new construction around the pump station and construction of a new storage facility to be built to the east of the existing parking lot and to the west of the driveway entrance. Construction will not interfere with water treatment operations and will not negatively affect surrounding properties. The proposed storage structure will be 1,170 square feet in size with two overhead doors on the west elevation leading to the existing off-street parking and a single overhead door on the east elevation leading to an extension to the existing driveway entrance off of Washington Avenue. The proposed materials for the structure will match the surrounding on- site buildings in color and material and although there is a lack of architectural articulation on the north and south elevations, due to the location with a considerable setback from the street, existing landscaping/fencing, and concealment by another building, the design will not have a detrimental effect on the neighborhood as it will not be highly visible. The construction is scheduled for 2016 and is included in the 2016 Capital Improvement Program. FISCAL IMPACT No fiscal impact for development of this storage building. RECOMMENDATION The Plan Commission recommended approval of the architectural building plan review at its December 15, 2015 meeting. The proposed storage facility will be built to ihe east of the existing par�ing Iat and to the west of the driveway entrance just �west of the clearwell. The petitioner states that constructian will not interfere with water freatment operations and will not negatively affect surrounding p�•operties. The pi-oposed storage structure is plannec� to be 31'-4" wide by 37'-4" deep, 1,17fl sc�uare feet in size. The building will have two overhead doors on the west elevation. leading to th� exisiing off- street parking and a single overhead doar on the e�st elevation leading to a pa�oposed asphalt extension to the existing driver�vay entrance o;Ff of Washington Avenue. The praposed rnaterials far the building will match the surrounding an-site bui�dings in color and material including red bricl� exterior walls and metal roca£ Staff noted that there is a lack af architectural artie�lation on the north and south elevations af the proposed building. Due to the proposed location of the luilding (150 feet from Lake Shore Drive and 300 feet from �1Vashington Avenl�e), existing Iandscapinglfencin� and the south elevation being partia��y concealed by another i�uilding, staff is of the opinion thai t�e desi�n wilI not haVe a detrimental eff�ct on the neighborhaod and is comfo�-�able with the design as proposed because it will nat be highly v'rsible from neighboring streets. This project including construction o�ihe storage building i� scheduled for 2416 and is included in the 2016 Capital Improvement Program. REC�MMENDATION/C�NDITIONS Staff recommends ap��•oval of the arehitectural �esi�n of the pa•oposed storage building for the Water Filtz•ation Plant as proposed. The PIan Commissio� approved of the architectural building design as �•equested. The following is the Plan Commission's c�iscussian on this item. Mr, Nau presented the �tem and re�iewed the site and sun•ounding area as we11 as the Iand use and zoning classifications in this area. He discussed the f�ll scope of the proposed �roject and stated that it shou�d nat have any detrimental effect on sunounding praperties. He reviewed the site plan and building elevations for the proposed storage bualding and discussed the materials to be used for the s#ructure which wauld be const�ucted to match the ex�sting bui�dings an the site. He also rewiewed photos of the existing structures and explained that although the storag� facility d�d not possess a lot of architectural features it would be located in an area of the parcel which would be fa� fi�om view. Therefore the lacic of additia�al architectural features in this case should not have a de�rimental effect on the neighborhood. He further stated that th� storage building was scheduled to be canstructed in 2Q1b. Mr. Thams questioned if there would be additional la�dscaping installed and if tk�e new structur� was large eno�gh ta effect storm watei• managenraent for the site. Mr. Nau respor�ded that the project has not yet been reviewed by the Szte Plan Review Committee and the landscaping requirements would be addressed at that time. Project Description The City of Oshkosh plans to perform select demaliiion and construe#ion around the exisfing Low Lift and High Lift Pump Statian as wel] as cahstruet a new storage facility at the existing Water Filtration Plant in Oshkash, Wisconsin. Select demo�ition will inclvde removal of concrete walkways, retaining wa�1s, gravei d�iveway, stairs, and lan�iscaping around khe Pump Station.
