PURPOSE: AWARD BID TO FABICK CAT FOR COMPACT WHEEL LOADER
FOR PARKS DEPARTMENT ($91,624.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase
of a compact wheel loader for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Award Bid for Compact Wheel Loader for Parks Department to Fabick Cat
($91,624)
BACKGROUND
The Common Council allocated $95,000 in the 2016 Major Equipment CIP to purchase a
compact wheel loader for the Parks Department. The new unit will replace a 1991 John Deere
4X4 tractor that is no longer cost effective to operate and maintain. A new compact wheel loader
will have greater maneuverability, horsepower, lift capacity and speed. The new unit will provide
the Parks Department and its divisions with more versatility and efficiency.
ANALYSIS
Working with Street Division and Parks Department staff, Purchasing reviewed and prepared bid
specifications seeking vendors for this unit. Bids were received on March 15, 2016. The bid tab
is attached. While three bids were initially received, two of the bids submitted units that did not
meet the minimum bid specifications in differing degrees including maximum machine height
and minimum digging depth (specified to provide maximum operational flexibility); minimum
forward/reverse travel speeds (specified to provide greater travel time efficiency between work
sites); and minimum hydraulic flow (specified to provide smoother operation and allow steering
of unit if other hydraulic functions are lost). Because their units did not meet the minimum bid
specifications they were removed from consideration of this bid and removed from the bid tab.
The remaining bid for this unit (a CAT 908M) did not raise any concerns and met the minimum
bid specifications required for this unit.
FISCAL IMPACT
With trade-in and options the total fiscal impact of this bid is $91,624. This item was budgeted in
the 2016 Major Equipment CIP at $95,000. This project will be charged to A/N# 323-0610-
7204-06612.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Fabick Cat for $91,624.
