RE: Walker Parking Consultants Engaged for Phase 2 of the downtown parking project
BACKGROUND
Walker Parking Consultants recently completed a comprehensive review of our downtown parking assets and
programs. Specific to this review, Walker evaluated public and private inventory to determine adequacy for
current parking demand, and future parking demand conditions. Operations strengths and weaknesses were
identified and areas for improvement were made. These recommendations ranged from immediate
opportunities to intermediate actions requiring additional community participation and discussion.
ANALYSIS
After careful consideration of their multi step recommendations, we solicited a proposal from Walker to assist
with the design, implementation, and marketing of parking policies specific to both on street and off-street
program development. Prior to any consideration for a paid parking initiative, we have prioritized the need to
realign parking in order to better serve the short and long term parking needs of visitors, employees and
merchants.
This second stage of the downtown parking initiative will include parking program policy design that will include
evaluating the different types of parking available such as free and permit, and establishing short and long
term parking areas and policies. This stage of the initiative will also involve direction and recommendations for
parking program branding. Transportation and community development department staff reviewed Walker's
qualifications, proposal, and cost, and decided that they are best suited to work on this project. The project
timeline is to draft recommendations and work with stakeholder groups in April and May with anticipated final
recommendations to the common council this summer.
FISCAL IMPACT
Walker Parking Consultants proposed cost is $23,330 plus up $3,400 in reimbursable expenses. TIDs 12 and
15 will fund the project.
RECOMMENDATION
Section 12-16 of the Municipal Code provides that subject to approval of the City Manager, the City may enter
into professional service agreements without following a competitive bidding or quotation process. In
accordance with Section 12-16 of the Municipal Code and because this agreement is in excess of $25,000, I
am hereby submitting a report of this purchase to the Common Council. If you have any questions on this
