Approve Amendment #2 with AECOM for Storm Water Management; Site Plans, and
Surveying for Redevelopment of Vacant Lot East of Grove Street ($6,600)
BACKGROUND
Community Development staff has been working with Habitat for Humanity Oshkosh and Winnebago
County Housing Authority on the proposed redevelopment of a vacant lot located on the east side of the
600 block of Grove Street. In order to finalize pre-construction pianning and meet City of Oshkosh storm
water management code requirements, staff requested a proposal from AECOM for engineering
services. On January 12, 2016 City Manager Rohloff informed the Common Council that a professionai
service agreement had been entered into with AECOM in the amount of $30,350.
ANALYSIS
The scope of services within the contract with AECOM included: subsurface geotechnical evaluation, a two-
lot Certified Survey Map (CSM), a topographic survey, civii site plans for the proposed two-unit
condominium development, storm water management plans (SWMP) for the proposed two-unit
condominium development that will achieve a 40% reduction in total suspended solids (TSS), and project
coordination/meetings.
During the design phase of the SWMP, the Department of Public Works recommended AECOM explore
alternative options that would address the 40% reduction in TSS required to meet the City's specifications.
Staff discussed the need to design infrastructure that would not create an unnecessary burden on future
property owners to maintain. AECOM submitted a revised proposal to complete the recommended
changes to the SWMP.
FISCAL IMPACT
The proposed redevelopment project is located within TIF 14 — Hazel Street Redevelopment Project. The
costs associated with the proposed contract amendment, not to exceed $36,950, will be funded through the
available cash balance of TID 14. The approvai of the proposed contract amendment will also allow the
proposed redevelopment project and land transfer to be finalized for Common Council's consideration. Once
sold and developed, the site will begin generating increment within TIF — 14 Hazei Street Redevelopment
Project.
RECOMMENDATION
Staff is requesting the Common Council to approve Amendment #2 with AECOM for Storm Water
Management; Site Plans and Surveying for Redevelopment of Vacant Lot East of Grove Street in the amount
of $6,600.00.
