HomeMy WebLinkAbout48. 16-161 MARCH 22, 2016 16-161 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: APPROVE PARKING REGULATION CHANGES ON HUGHES STREET INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS Hughes Street th Remove Therefrom: No parking, both sides, from 24 Avenue to Waukau Avenue Add Thereto: No parking, east side, from Oregon Street to 225 feet south of Oregon Street and from 502 feet south of Oregon Street to Waukau Avenue. No parking, west side, from Oregon Street to Waukau Avenue. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #16-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on April 12th, 2016. The ordinance change modifies parking restrictions on Hughes Street between Oregon Street and Waukau Avenue. Box 1130 Oshkosh, Wisconsin 54903-1130 TO: FROM DATE: RE: � � ���� _.. _q° a�ArEi: Honorable Mayor and Members of the Common Council Jim Collins, Director of Transportation March 10, 2016 Ordinance 16-161 Approve parking regulations on Hughes Street BACKGROUND Parking is currently prohibited on the both sides of Hughes Street so apparently employees of Chester V's have been parking on W. 25th Avenue leaving Chester V's parking lot available for their customers. I received a petition from residents on W. 25th Avenue grieving the use of on street parking on W. 25th Avenue by employees and customers of Chester V's. The residents on W. 25th Avenue do not wish to lose on street parking for themselves or their guests. ANALYSIS Parking was permitted at the proposed location on Hughes Street from 1998 — 2000 until the former restaurant constructed and/or expanded their parking lot. There were no issues at that time. With cars parked on one side, there would still be enough space for two 14' lanes. This item was considered at the March 8th Traffic Review Advisory Board meeting. Bob Bacon, of 161 W. 25th Avenue, spoke on behalf of the entire block. He stated there are 12 — 13 cars parked nightly on W. 25th Avenue. He said vehicles park too close to driveways, damage the terrace, throw cigarette butts, and play loud music. He expressed safety concerns about children and the elderly on the dead end street. He also had concerns about snow plowing. He said with vehicles parked the road was too narrow for two way traffic. Dave Vienola, of Chester V's restaurant, said at some point he may expand his parking lot to 20' south of the lot line, which would add about 20 stalls. Harold Hansen, of Oshkosh Corp., shared his concern about congestion in this area at shift change and the truck traffic in the area. He also voiced concern that their employees may park in the proposed area to avoid the congestion in the employee parking lot. The allowance of parking on Hughes Street near Chester V's is a solution favorable to all parties involved. Steve Herman proposed to amend the item to add "and revisit this issue in 2 years". Amendment passed on 3/8116 by Tratfic Review Board 6— 0 Amended item passed on 3/8/16 by Traffic Review Board 6- 0 FISCAL IMPACT The only fiscal impact of this ordinance is the cost of signage, which would come out of the Sign Department's operating budget. RECOMMENDATION I recommend the Common Council approve this ordinance change to section 27A-11 Parking Regulations on Designated Streets and Alleys of the municipal code.
