Gohde, Assistant Director of Public WorksSM�I � DATE: March 17, 2016 RE: 2016 Program for Construction of New Sidewalk on South Park Avenue BACKGROUND Per State Statutes, the Common Council is required to pass a resolution which approves the locations desired for the installation of new public sidewalk. The past emphasis for those installations has been curb/gutter streets which are designated as arterials or collectors because of higher vehicular traffic volumes. ANALYSIS The 2016 program is proposed to install sidewalk and handicap ramps on the north side of South Park Avenue from West 20th Avenue to South Koeller Street. This will provide sidewalk connection along S.T.H. 44 between South Koeller Street and West South Park Avenue, connecting Ripon Lane to the City's sidewalk system. The Bicycle and Pedestrian Advisory Committee has recommended a wider sidewalk be installed in this area. Based on this request, Engineering staff recommends a six-foot (6') wide sidewalk be installed. The six-foot (6') width leaves a ten-foot (10') wide terrace width for a majority of the length to store snow and to allow for power poles and signs. Additionally, this width allows the grading to match the existing ground elevation near the right-of-way lines to preserve drainage. A letter will be sent to abutting property owners explaining the project and notifying them Common Council action will occur on April 12, 2016. FISCAL IMPACT Funding is included in the 2016 Capital Improvement Program. Property owners are charged for 100% of the sidewalk construction expense abutting their land and the City pays for handicap ramp installations at intersections.
