PURPOSE: APPROVE AGREEMENT WITH HYDRO CORP, INC. FOR
ASSISTANCE WITH PERFORMACE AND MANAGEMENT OF A
POTABLE WATER SYSTEM BACKFLOW CONTROL PROGRAM
($135,000.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement a professional services agreement with Hydro Corp, Inc. for assistance with
performance and management of a potable water system backflow control program.
Money for this purpose is hereby appropriated from:
Acct. No. 541-1866-6401-08665 Water Utility Transmission and
Distribution System Contractual Services
Miscellaneous Expenses.

RE: Approval of Agreement for Assistance with Performance and Management of a Potable Water
System Backflow Control Program / Hydro Corp, Inc. ($135,000)
BACKGROUND
In 2012, the Wisconsin Department of Natural Resources (WDNR) updated the Administrative Code requirements
for the cross-connection control program for industrial, commercial, public authority, and residential properties
connected to the municipal water distribution system. A cross-connection is a physical connection between the
water supply and another water source that can cause a back-siphon effect and contaminate the public water
supply. Cross-connections are currently prohibited by the City of Oshkosh Municipal Code and are currently
managed through the City permit and building inspection process.
The WDNR rules required a comprehensive cross-connection control program be implemented for elimination of
existing cross-connections and prevention of future cross connections. This is to be done through an inspection
program for industrial and commercial properties.
ANALYSIS
The City entered into a two-year agreement with Hydro Corp in February 2012 and February 2014 to provide these
services. Hydro Corp has provided a proposal to continue providing assistance to the City's cross-connection
control program for another two years. The elements in the Hydro Corp proposal include a program review meeting,
public awareness program review, assistance with educational materials, preparation of management reports,
review of cross-connection control ordinance, and 600 industrial and commercial inspections each year over the
two-year program for a total of 1,200 inspections. Data management will be also provided throughout the contract
period using the Hydro Corp software management program.
FISCAL IMPACT
The total cost of the program for the 2016 to 2018 time period is $135,000 for 1,200 inspections. The cost for the
previous two-year period was $143,760 for 1,320 inspections. Based on unit price, the new contract represents an
increase of $4,308 or 3.3% over the two years of the contract. This work is funded through the Water Utility
operating budget.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature
may be procured without the use of formal, sealed quotes. I have reviewed this agreement and in accordance with
Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement.
