HomeMy WebLinkAbout12. 16-125MARCH 22, 2016 16-125 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO MACCO’S COMMERCIAL INTERIORS FOR GRAND OPERA HOUSE CARPET REPLACEMENT FOR GENERAL SERVICES DIVISION ($63,969.00) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase of Grand Opera House replacement carpet for the General Services Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: MACCO’S COMMERCIAL INTERIORS 2625 Hutson Road Green Bay, WI 54303 Total Bid: $63,969.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: March 15, 2016 RE: Award Bid for Grand Opera House Carpet Replacement for General Services Division to Macco's Commercial Interiors ($63,969) BACKGROUND The Common Council allocated $62,500 in the 2015 CIP and $31,480 in the 2016 CIP for carpet replacement within the Grand Opera House. The current carpet is a wool carpet with custom patterns installed during the Grand's 1985-86 restoration. The carpet has suffered much wear and tear over the last 30 years. Many areas of the carpet are now very brittle which has resulted in various wrinkles, rips and flaps that can no longer be stretched or repaired. In addition carpet cleaning is no longer effective in addressing three decades of traffic wear and various stains throughout the carpet areas. ANALYSIS Working with Facilities Maintenance staff, the Grand Opera House Advisory Board and the Grand Opera House Foundation staff, Purchasing reviewed and prepared bid specifications for the replacement of this carpet. Much attention was given to selecting an appropriate carpet replacement for the current carpet in terms of durability and density. The current carpet was tested for various carpet characteristics. It was also critical that the replacement carpet replicate to the nearest extent possible, the color and patterns of the current carpet so as to be in concert with the Grand's 1985-86 restaration efforts. Based on all of these considerations it was determined the best match for the current carpet would be a commercial grade 100% nylon carpet because of its superior durability and stain/wear resistance. Work then began on selecting the two custom carpet patterns that would be replicated onto the new carpet. The Grand Opera House Advisory Board and city staff worked with Durkan Custom Carpet Mill of Menomonee Falls, WI to design the carpet pattern replicas of the two current carpet patterns. Their work over several months resulted in the selection of two patterns that are an excellent match in both design and color to the current carpet. In addition to listing requirements for carpet characteristics, color and custom patterns, the bid specifications also included other project considerations including preparation, installation, cleaning, and working around �`A the existing hearing loop within the Grand hall. The bid specifications also identified two installation methods that were acceptable to this project and bidders could bid on both or either method. The bid was released on February 17, 2016 and a mandatory pre-bid walkthrough was held on February 23, 2016. Bids were due on March 11, 2016. The bid tab is attached. Staff review of the bids concluded the low bid from Macco's Commercial Interiors met all of the minimum bid requirements. With an eight week production period for the carpet and an anticipated three week installation timeframe we would hope to have the new carpet installed by July, 2016. FISCAL IMPACT The total fiscal impact of this bid is $63,969. This item was budgeted in the 2015 CIP at $62,500 and the 2016 CIP at $31,480. This project would be charged $62,500 to the 2015 CIP A/N# 323-0130-7214-06513 and the balance ($1,469) would be charged to the 2016 CIP A/N#: 323-0130-7214-06613.
