PURPOSE: AWARD BID TO MIDWEST EQUIPMENT SPECIALISTS, INC. FOR
MOBILE COLUMN LIFTS FOR STREET DIVISION ($61,000.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the purchase
of six mobile column lifts for the Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
MIDWEST EQUIPMENT SPECIALISTS, INC.

Total Bid: $61,000.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Award Bid for Mobile Column Lifts for Street Division to Midwest Equipment
Specialists Ina ($61,000)
BACKGROUND
The Common Council allocated $60,000 in the 2016 Major Equipment CIP to purchase six
mobile column lifts for the Street Division to be used within Field Operations Facility. The use
of these mobile lifts will allow the mechanics to do a better job maintaining and repairing the
vehicles and equipment, which in turn are anticipated to minimize repair/maintenance costs.
ANALYSIS
Working with the Street Division, Purchasing reviewed and prepared bid specifications seeking
vendors for these lifts. Bids were received on February 23, 2016. The bid tab is attached. Staff
analysis has concluded the low bid from Midwest Equipment Specialists Inc. met the minimum
bid specifications.
FISCAL IMPACT
The total fiscal impact of this bid is $61,000. This item was budgeted in the 2016 Major
Equipment CIP at $60,000. Finance has confirmed the $1,000 overage for this bid will be
covered from the budget savings realized from the Dual Steer Tandem Dump Truck bid that was
awarded at the March 8, 2016 Council Meeting. This project will be charged to A/N# 323-0450-
7204-06628.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Midwest Equipment Specialists
Inc. for $61,000.
