HomeMy WebLinkAbout09. 16-122MARCH 22, 2016 16-122 RESOLUTION (CARRIED__7-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 16-23 TO SCHMALZ CUSTOM LANDSCAPING FOR MUSEUM LANDSCAPE RENOVATION - ENTRY GARDENS ($69,331.89) INITIATED BY: OSHKOSH PUBLIC MUSEUM WHEREAS, the Oshkosh Public Museum Board have reviewed and approved a new site master plan for the Oshkosh Public Museum; and WHEREAS, the Common Council has previously approved a conditional use permit incorporating the master site plan; and WHEREAS, it is now necessary to contract for landscape services to implement the first phase of that plan; and WHEREAS, funds were budgeted in the 2015 Capital Improvements Program for this project and additional funds have been donated in support of this project; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: SCHMALZ CUSTOM LANDSCAPING W2484 County Road KK Appleton, WI 54915 TOTAL BID: $69,331.89 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. This relates to the first phase of the Museum's Site Master Plan, formally adopted by the Museum Board in late 2012. The Master Plan was broken into five phases and $115,000 was allocated by the Common Council in the 2015 Capital Improvement Program for Phase I. The work is primarily on the east grounds of the Sawyer home along Algoma Boulevard and the corner facing the Paine Art Center. Phase I was bid several times in 2015. However, no contract was awarded because the single bid came in over the budgeted amount. When the project was bid differently in summer, no bids were received. Consequently, the entire project was reviewed by the project landscape architect, Jim Schaefer, and Museum Director Brad Larson. The scope was narrowed and specifications clarified. ANALYSIS. The Oshkosh Public Museum occupies a prominent corner location on a major City gateway and no overall site plan existed due to potential changes to the structures. It became clear in 2008 that major structural additions would not be immediately forthcoming. As a consequence of in-depth planning studies and analysis in 2008 and 2011, enhancements to the appearance of the grounds were determined to be imperative for the Museum's future. The Museum hired landscape architect Jim Schaefer of Schaefer Landscaping in 2012. What emerged from the intensive planning process was a compelling site plan that met with widespread acceptance. When completed, the site plan will result in the following: improvements to site drainage; creation of an inviting gateway on the northwest corner and a pleasing first-sight introduction to the Museum; establishment of a physical and inviting visual connection between the Paine Art Center and Museum that also recognizes Edgar Sawyer's gift to the community; creation of an aesthetically pleasing environment with focal points that makes the grounds an integral part of the visitor experience; improvements in pedestrian safety and parking enhancements. Phase I is supported by $115,000 in the 2015 Capital Improvement Program, which includes $15,000 for professional services. A key aesthetic component of Phase I Entry Gardens is an ornamental arch on the northeast corner. The Museum has $10,000 in private donations toward that element. RECOMMENDATION. The site plan is intended to both encourage use and attendance, as well as enhance the appeal of Oshkosh as a community with a high quality of life. Phase I moves the site plan forward. I recommend that the contract be awarded to Schmalz Custom Landscape with a bid of $69,331.89.
