HomeMy WebLinkAbout04. 16-117MARCH 22, 2016 16-117 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 1017 BOWEN STREET ($20,000.00) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Ruth Krejcha, has offered the property at 1017 Bowen Street to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1017 Bowen Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1017 Bowen Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $20,000.00 and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 303-0740-7208-16520 Housing and Neighborhood Development. � O.IHKOlH oN nie wn� TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: March 16, 2016 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire 1017 Bowen Street ($20,000) BACKGROUND The City has been offered the property by the owner after the bank foreclosed and then returned the property to the owner. The house has been vacant and has been deteriorating. The house is starting to detract from the neighborhood. ANALYSIS The City will be using CDBG funds for the project acquisition and rehabilitation. City staff have reviewed the structure and determined it can be economically rehabilitated and then sold with most of the CDBG investment returned to the City. This will be the first attempt for the City to do this type of project. FISCAL IMPACT The City intends to purchase the property for $20,000, to rehabilitate the property for about $80,000 and then sell the property for $100,000.
