HomeMy WebLinkAbout03. 16-116MARCH 22, 2016 16-116 RESOLUTION (CARRIED___7-0____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 1218 OSHKOSH AVENUE ($150,000.00) INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, EMTEM, Inc., has offered the property at 1218 Oshkosh Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1218 Oshkosh Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1218 Oshkosh Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property for $150,000.00 and execute any and all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 323-0740-7208-06520 Scattered Site Acquisition. O O.IHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis Community Development Director DATE: March 16, 2016 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire 1218 Oshkosh Avenue ($150,000) BACKGROUND The RDA has reviewed and accepted the long-term plan and need for the acquisition of the property in preceding RDA meetings. City Planning Division staff supplied the background and analysis of alternatives and priorities for the extension of Sawyer Street to the north at the last RDA meeting. ANALYSIS The attached map identifies the likely layout and design of the extension and the need for any property acquisition. The proposed acquisition is in western section of the proposed intersection/ extension of Sawyer Street. Future development of the intersection would be based on final land acquisitions and funding for the street/highway/trail improvements. FISCAL IMPACT The property owner is a willing seller and there is no relocation needed since the building is vacant. The property is assessed for $233,000. The City would use CIP funds set aside for blight elimination and the building would be demolished. The agreement would be to pay $75,000 in 2016 and $75,000 in 2017.
