HomeMy WebLinkAbout2-18-16 MINUTESBICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES –February 18, 2016 PRESENT:Jay Stengel,Ben Rennert,Tom Otto, Adam Bellcorelli, Caroline Panske and James Michelson EXCUSED:Vicky Redlin STAFF:Assistant Planner Alexa Naudziunas and Principal Planner David Buck 1.Call to Order Mr.Michelson called the meeting to order at 4:02 p.m. 2.Approval of January 21,2016 Meeting Minutes Mr. Otto moved to approve January 21,2016 meeting minutes.Mr.Rennert seconded the motion. Motion carried unanimously. 3.Spring Bike Event -Update Ms. Naudziunas explained the committee has been meeting and the event planning process has begun. The date for the event is May 21st 2016.The group is working on completing the Special Events Committee application and hopes to begin approaching sponsors in March. 4.2016 Bike Facility Prioritization –Discussion Ms. Naudziunas explained that Mr. Gohde and Mr. Collins met to discuss the potential routes for 2016. Ms. Naudziunas explained that there are still some routes from last year that have not been completed. In late summer 2016, the transportation department will have time to complete bike lanes on Taft Avenue (Sawyer St. to Koeller St.), signage on Westhaven/Newport and River Mill/Arboretum, and sharrows on New York Avenue (High Avenue to Menominee Drive).Ms. Naudziunas explained the suggestions that were discussed for 2016 based on the staff meeting. Main Street –New York Avenue to Irving Avenue Elmwood –Vine Avenue to New York Avenue (Sharrow or remove parking) Algoma –Woodland Avenue to New York Avenue (Sharrow or remove parking) 6th Street –Knapp to Michigan Michigan –6th to Riverwalk The committee will discuss the prioritization further at the March meeting. 5.Potential Bike Share Program –Discussion Principal Planner, Mr. Buck, explained that the bike share company,Zagster,has reached out to various City staff in an effort to explore the option of a bike share program in the City of Oshkosh. Mr. Buck explained that there is a student committee at the university that is spearheading the effort to get a bike share program on campus. The university has allocated some funding to help make this happen. Zagster and UWO is interested in partnering with the City of Oshkosh to create a city wide bike share program. The cost of one station with 5 bikes is roughly $9,000 per year. The committee discussed the benefits of implementing such a program, but eventually arrived at the conclusion that it would be too expensive at this point in time. Mr. Rennert explained that he would rather see that amount of time and money go towards complete our bike infrastructure. A bike share program would be a final step after our bike network is complete. 6.Agenda Items for the Future Meeting(s) The committee requested a representative from the Department of Transportation attend the March meeting to discuss the Jackson Street roundabout. 7.Adjournment Mr. Otto moved to adjourn the meeting and Mr. Bellcorelli seconded the motion.
