Jim Collins explained that he received a petition from residents on W. 25th
Ave. grieving the use of on street parking on W. 25th Ave. by employees and
customers of Chester V’s. He told that parking was permitted at the
proposed location from 1998 – 2000 until the former restaurant constructed
and/or expanded the parking lot. There were no issues at that time. He
explained that with cars parked on one side, there would still be enough
space for two 14’ lanes.
Bob Bacon, of 161 W 25th Avenue, said he is speaking on behalf of the entire
block. He said all residents, with exception of one who was a former
employee, signed the petition. He stated there are 12 – 13 cars parked
nightly on W. 25th Ave. He said vehicles park too close to driveways and
damage the terrace, throw cigarette butts, and play loud music. He
expressed safety concerns about children and the elderly on the dead end
street. He also had concerns about snow plowing. He said with vehicles
parked the road was too narrow for two way traffic.
Dave Vienola, of Chester V’s restaurant, says at some point he may expand
his parking lot to 20’ south of the lot line, which would add about 20 stalls.
Harold Hansen, of Oshkosh Corp., shared his concern about congestion in
this area at shift change and the truck traffic in the area. He also voiced
concern that their employees may park in the proposed area to avoid the
congestion in the employee parking lot.
Steve Herman proposed to amend the item to add “and revisit this issue in 2
years”.

Jim Collins explained he researched what other communities have for
parking restrictions at bus stops. He thought Waukesha’s ordinance was
the most clear and consistent. He told that when we recently removed
parking at one of our bus stops the parking was removed 90’ preceding
the bus stop.
Daniel Becker suggested removing parking both preceding and following
the bus stop sign. He said this would allow for the bus to stop at the
shelter/sign and then have additional room to easily pull away. He moved
to amend the item to “no person shall park with 50’ of a bus stop sign”.

Ninth Ave. road
diet discussion Jim Collins
Jim Collins explained the three options for the section of 9th Ave. from
Reichow St. to Knapp St.: 1. Leave as is 2. Road diet 3. Stripe as 4-10.5’
lanes. He said he wanted the Board’s input on this issue now and after
residents were notified he would bring it back to the Board for a vote.
There was discussion but the consensus was the road diet option.
